~Secrets of the Empire~

~Inu Mahotsukai~
The Dog Wizards
Animals too have felt the taint of the Corruption, transformed from common, simple animals into the strange, the terrifying or the inexplicable. One of the most rare and reclusive of these creatures are the powerful Dog Wizards.

Born as normal dogs, as they grow their intelligence soon becomes unmistakable. Soon after they learn to speak and walk upon two legs. All possess a natural talent for magic that causes them to seek out and learn the mystical arts and over time they grow to become powerful, if private wizards. They seem to prefer  living  in the deep wilderness, often near the town in which they were born. Depending on how they were treated as they grew,  they can act as a protectors, or banes upon the local populace. However, all this does not stop the persistent rumours of Dog Wizards living withing the phantasmal walls of Jidai.

They appear as large dogs standing on their hind legs, complete with a tail. Their faces are snouted with large teeth and ears, but their eyes and arms are completely human. They dress in traditional robes. Crafty tricksters, they can take on the form of a dog or become completely human, but no matter what form they choose they are never able hide their dog tail or human eyes.
Whether malicious or kindly, mischievous or cautious, the dominant trait of the Dog Wizards is seclusion. They never appear unless they choose to and then only for matters of great importance.

~Radomancer~
A secret cabal of wizards from beyond the Twilight wall whose forbidden magics and gruesome practises have made them a dangerous threat to the foundling races of the Moonlight Empire.

The radomancers derive their power from a powerful source of the Corruption that their founder discovered buried after a long search through ancient texts and scraps and of dusty documents. One night he set out dragging behind him six young boys he'd captured from the nearby villages and travelled to a forest filled with animals and plants twisted into hideous forms by the power that throbbed deep below their feet. Fighting his way through the forest, the founder came upon the object of his search. A secret labyrinth buried deep below the earth.

Inside, the air was fetid and rotten, and with each step his body grew weaker, but the founder pressed onwards through the maze, past treasures of technology that would make any other man rich beyond their wildest dreams. But he ignored these and pressed onwards into the very heart of the labyrinth.

There he found the Glowing Mountain that would become the source of all radomancer's power. Giant and golden, the mountain flowed through the very walls of the cavern, throbbing with the secret rhythms of  its inner power. Near death, the founder returned to his captives and performed the forbidden spell that transfers the life force of one body into another.  Soon after the transfer, the first  young boy died, trapped in a body that had literally melted from the inside out.

Returning to the captives each time the old body wore out, the founder slowly unlocked the secrets of the Glowing Mountain, and how to channel that power through his very body. Over time he amassed a small group of fanatic followers whose power and reputation grows as they slowly venture out of there hidden enclave, in search of fresh bodies to inhabit, and spread their corruption even into the Moonlight Empire.

Their goals, for now  are simple. Continue their research of the Glowing Mountain, and collect enough bodies to keep their essence alive. But their power is growing, and so is their ambition.

The Most High August
~Sennyo~
Rulers of an Empire

From the secluded, tangled trees of the Moonlit Woods, the Sennyo united the a land of warring foundling tribes  and lead them to build a sprawling empire, safe behind the Twilight Wall.  Through the power of the Shogun and the loyalty of the Daimyo they protect their subjects from dangers from both inside the empire, as well as the constant presence of the Corruption waiting just beyond the fragile borders.

At the end of the Foundling war, the oni were given the right to assume the  mantle of Shogun and forged into the armies of samurai whose swords are the barrier through which any Corruption must pass, and the scattered human armies where allowed to reclaim their honour by standing atop the newly built Twilight Wall. They the Sennyo melted away from the day-to-day matters of the Empire and disappeared into the mysterious Moonlit Woods.

But there mark upon the Empire is still present. Most have never even seen a Sennyo, but in every castle they live, passing on the wishes of the Moonlit court to the Daimyo. But the true strings of their control are much more fine and harder to see.
The Sightless, a half mythical group of assassins are actually the loyal subjects of the Moonlie Courst. Through blackmail, espionage and assassination, they keep the Daimyo in line and quell any fires of rebellion before they rise past an ember. Their existence is a half-hidden secret, but one that is only talked about in hushed whispers as every Daimyo wonders if their  Sennyo advisor has an eyeless mask hidden somewhere in their rooms.

The second, and much more subtle means of control lie in the ridiculed and maligned eirirbushi monks whose reputation for underhanded and slippery business practices is legendary. The only Sennyo most people will ever encounter, the eiribushi are those Sennyo have been exiled from the Moonlit Woods. They are forced to shave their head, take up a bamboo staff and wander the Empire, trying to raise enough money to pay the exorbitant fines hat will allow them to return to the Moonlit Woods.  Exiles and thieves, they are looked upon by oni and humans alike as no-longer the most High August Sennyo, but as common swindlers and back-alley gamblers.

Exactly as they Moonlit court has planned. The eiribushi can manoeuver their sticky fingers  into every financial aspect of the Empire from the black market to the movement of crops and goods across the Empire. By monitoring the moments of the eiribushi, the Moonlit court has an excellent idea of who owns what, and how it is moving around the Empire. Money is power, and through it the Sennyo can keep a tight reign over every aspect of their Empire.

The monk are perfectly aware of this and in exchange for a reduction of their fine, they submit regular reports to the Moonlit court through the advisors in the Daimyo courts.
All this information is funnelled back deep into the Moonlit Woods to the great grove at its heart known as the Moonlit Woods. Palace of the Empress of the Moon and holy temple of Tsukiakari, and home for the entire court, this giant structure is made of a single living cryptomeria tree.

The Moonlit court is made up of fourteen ministers, one for each province, one for the Kobito and one who watches over the decadent City of Masks. They are joined by the Blind Master of the Sightless,  the Abbot of the Eiribushi and the Empress to gather each night under the open sky and discuss the affairs of the Empire.
Few outsides have ever entered the Moonlit woods and returned. Only the Shogun, soon after his appointment is expected to make the journey, alone and unarmed into the tangled woods. There they meet with the Empress and shown the true wonders of the Empire. Then they are promised that should they serve their Empire well and with conviction, they will be permitted to return.

Compared to the humans or oni, they are a short people, rarely taller than five and half feet tall. Their skin is the colour of dried wheat, with long black hair that turns a brilliant silver with age. Their ears are long and pointed with hardly any lobe and their almond shaped eyes have slit, cat-like pupils that allow them to see by the pure light of the moon.
