Giant Fan is a Great card in an environment where counters on cards can run extremely rampant. Not only can it be used to take off bad counters to be used as good ones on your own cards, but it can also remove counters off your opponent's Spike Feeders (making them use its ability at Your whim), Gemstone Mines, Legacy's Allures and many other popular cards.
But assuming your opponent isn't playing with any of those cards, you'd better be prepared with your own. I have a deck that utilizes cards such as Roc Hatchling, Serrated Biskelion, Unstable Mutations and even those Ice Age depletion counter lands (forgot about those didn't you? :) to supply counters to other cards such as the aforementioned Goblin Bomb, Serrated Arrows, Fungus Elementals, and the like. There are many other cards that can be used to both supply and use counters, including Canabalize, Baron Sengir, Ication Moneychanger, and so on. Two other strong decks to consider the Giant Fan with are Spikes/Thallid Decks (quite strong) and especially Chimeras, which get +2/+2 for any counters you put on them (Very strong). Another thing to consider, that most people in the know accept, is that cumulative upkeep payments are kept track of by -- you guessed it -- counters. So keeping out that Illusions of Granduer, Firestorm Hellkite, or other high-cumulative-upkeep-cost card becomes a helluva lot more easy to do. As always, be sure to consider all possibilities when new cards come out; and if you're just playing for fun (like me) don't skip over the real power of the "goofy" Unglued cards. . .
