These are +5 Vorporal Long Swords on acting as Frostbrand, the other a flame tounge with all accociated abilities.  In addition the swords posses a base intelect they can detect traps and secret doors as the spells.  As well as grating the wear the same benefits as a ring of free action.  The blades themselves are lawful netural and will alow any honorable warrior to wield them.  Once bonded to that owner they allow no other to touch causing the same as 9th lvl wizard lighting bolt spell in damage.

The origins of Havoc and Malice are lost in the History of the Realms.  Various sages in the hallowed halls of Candlekeep have speculated on there origins.  The most common theory is that a powerful enchanter cursed a brother and sister elf for there blood thirsty ways pulling there souls out of the abyss and bonding them to the blade to eternal shed the blood they so greatly lusted for in life.  The blades were weilded by two elven knights based in myth dannor.  They disappeared befor the great cities collapes.  The blades were thought lost with them.  Until recently when the Drow Warrior Valas Milithor and his band of adventures reportly sacked the lair of an ancient wyrm resting in a sorcerus prison under the elven wood.  Since the blades have become a common sight hanging on the belt of Valas as he travels throughout the Dalelands..

An ancient and nameless red wyrm hoarded the blades in his underground prison for centuries.  They were thought lost until the legendard drow master of the badesong Valas Milithor retrieved them after supposedly slaying the beast.
The weapons are currently held by Valas Milithor, 4th Son of the House Milithor.... Exiled
Both Blades are fully vorpral and +5, in addition one acts as a flametounge, the other a frostbrand.  See the dungeon masters guide for the additional abilites of the blade.

The blades have a minor intellect.  They wish to be used by a master warrior and will bond to that warrior.  After bonding they will detect traps and secret doors for the weilder and sometimes give flashes of insight or forboding to there master.  Also once bonded as long as the owner lives and maintains status as a great warrior then blades will allow no other to weild them.  They deliver an electric shock as per a 9th lvl wizard lighting bolt.

The blades make a cold screaming whistle as they twirl in the bladesong.  When blood is awash the whistle becomes more a cry of joy.
