The A.E.G.I.S. Project was originally conceived as a supplemental program for Extra-terrestrial Command Force Deployment and began as such, though many of the project scientists and principle investigators had a much more humanitarian and generally philanthropic attitude after the project's implications became clear. During the latter half of the First Alien War research into the implanted bio-constructs used in a number of combat engineered alien species yielded a number of exciting discoveries into the alien genome and the very core of DNA, the very "soul" of all known life. While alien DNA had evolved in a number of varying configurations due to unknown environmental pressures and in the presence of an entirely new series of prieviously unknown elements, the protease structuring and basic genome "language" held a number of startling simularities in regards to the human genome.
This was immediately exploited in regards to possible military applications and a number of steroidal substances and protein catalysts were synthesized with the aim of creating a bridge between the various alien genomes. At this point in the war, the strength and agility of the aliens gave a distinct advantage to them in most combat environments and it was recognized that HWPs could only partially bridge this "gap" in XCOM deployment. The A.E.G.I.S. project was proposed to fill the gap. Selected volunteers, and the fact that they were "volunteers" is very important, were tested for genetic compatibility with the new "breakthrough" nano-technological systems of the time. These people were placed in a database which was routinely checked for monitoring and research purposes.
It is also important to understand that at no time were any Earth Defense Force soldiers forced or coerced into the program. The only time a candidate would not have a choice in the matter would be if he or she were brough in WIA from the field and unable to communicate his or her desires and then only as an alternative to death. As it was, however, the extent of wounds recieved in the field, or later psychosomatic side effects killed up to 25% of the A.E.G.I.S. subjects who, it is our contention, otherwise would have died or remained crippled for life. Further, the genetic exons and bacterial delivery systems employed were never of actual alien origin and the treatments were never tried on deceased soldiers as the media claimed with its series of "zombie warriors" reports.
As noted before, the first series of project applicants to undergo Phase 1 treatment were known as H.A.R.M. units or Human Augmented Regenerative Metamorphs due to the highly cybernetic nature of their implants and the regenerative nature of their augmented organic systems. These first brave men and women all became casualties during operations against alien forces, and all except one were awake and able to freely decide whether or not to undergo the process. Nearly all survived because of their already above average physical stamina and nearly all went on to further distinguished service with the Extra-terrestrial Command. A H.A.R.M. augmented human is truly an amazing being as shown during the end of the First Alien War and during the Second Alien War. Nearly impervious to fire and penetration based weaponry and specifically hardened against the plasma energy induced shock (which took so many live during the First War) these brave soldiers proved themselves more than human on numerous occasions.
They showed enhanced speed and dexterity in combat along with increased psionic ability in areas of defense and attack and though not deployed to a great extent in the First War made a significant difference in the Second, especially in high pressure underwater environments. Thus, we members of the project staff and support personnel hope we have presented the facts and only the facts to this board of inquiry. Further, we plan to address the aberrant cases which did crop up later along with the facts about the Second and Third Phases of the Project so that any allegations of criminal acts against global humanity may be put to rest.
