Thank you for your attention, ladies and gentleman, my name is Major Sommers and the current subject being showcased here is the Cydonia Project. Please open your info packets and follow along while I highlight the major aspects of the effort. The Cydonia Project was conceived as a major contribution to the ongoing defense of Earth primarily because of the expansion of NORAD's orbital defense systems and the more recent departure of the first colonial expeditionary force towards what are being called the "outer rim territories" as it were. With the end of the Second Alien War, it has become more apparent that Earth is much more defensible from xenomorph incursion and the major global powers have begun expanding back out into space with the added incentive of the most recent damage to the planets eco-system. Mars has already been sited for major colonial expansion and the Luna colonies are still a viable proposition. However, overconfidence must not be allowed to set in!
It is the Extra-terrestrial Command's position, that while the Earth appears safe against hostile invasion the remainder of the solar system is wide open to further aggressive action by unknown forces. Further, the recently renamed NORCOM
(prieviously NORAD) Earth Defense Fleet has only just begun patrolling these unsecured areas and it is XCOM's contention that our superior knowledge and ground assault troop capabilities should be extended toward our brother's in arms in order to insure security in the face of recent expansion. Thus the Cydonia Project has been proposed, using existing NORCOM fleet yard facilities on Luna as well as our own smaller research and engineering command at the Mar Tranquilitas Orbital Defense Center.
Therein, construction will begin of the newly proposed Constellation class Fleet Command Carrier: Cydonia. This ship will join its NORCOM counterparts, and the newly christened U.S.S. Patton deep space research vessel, in acting as a deterrent to further aggression and will become the new home of the Extra-terrestrial Command's Supreme Headquarter's. The ship design is a much heavier model of the NEDF's own U.S.S. MacArthur command dreadnought and will thus double the defensive capabilities of the orbital fleet. Needless to say an undertaking of this magnitude is not without difficulties given the recent ecological damage to Earth and the miriade underdeveloped nations of the globe. However, XCOM supreme command is confident that the ship can be constructed over a fifteen year period without significantly reducing XCOM's current bio-support operations arms or the peacekeeping forces deployed above and below the globes ocean's. XCOM will in no way weaken it's stance as guardian of the Earth's land's and ocean's even as we move towards a greater presence in space. Thank you for your attention.
