This installation is certified as fully operational by unanimous vote of the Global Defense Council's Oversight Committee: Special Projects Group on this day, March 23, 2039. Further, Sub-Surface Operations Installation 12, designated Command Base: NOVA by XCOM, will serve as the Headquarter's for all Earth operations of the abovementioned arm of the Global Defense Force until such time as this charter is ruled void or revoked by vote of the United Nation's Special Security Council.
