1998
*Worldwide UFO sightings reach epidemic proportions, United States with U.N. support, moves to counteract mounting fear and panic in populated areas by spreading disinformation among public. American NORAD is combined with U.S. Space Command and tasked with defense of continental U.S.A.
*United Nations secretly forms Special Security Council in response to first alien terror attack on Moscow, incident is covered up as a massive biochemical weapons discharge originating from prieviously unsecured Soviet era research facilities. United States NORAD begins development of advanced large scale defensive weapons systems and Intra-atmospheric Strike Fighter in anticipation of taking the fight to the enemy in space.
*Under United Nations Special Emergency Edict A190, March 9th, 1998 the Extraterrestrial Command (XCOM) is formed and given the charter to "defend against any and all threats to global security from hostile xenomorph incursion." Construction of first XCOM Defense base or DEFBASE designation DELTA begins in May of that year twenty miles outside of newly formed Grand Teton Military Reservation. General Maxwell Reinhardt of NATO is named as Supreme Commander of all XCOM forces, Rear Admiral William Kelly of United States Navy is appointed Deputy Commander.
*Council of Funding Nations subcommitee is formed by Special Security Council to oversee funding of XCOM and Regional Operations Command's (ROC's).
1999
*Construction of Research and Development facilties and dedicated Command and Control finished at DEFBASE: DELTA, XCOM HQ moves to DELTA from U.N. Geneva Complex.
*First two modified F-26 "Hawk" VTOL All-weather interceptors arrive at DELTA from joint Boeing-Mig development center.
*Major General Robert Hansen of United States Armed Forces Central Command appointed as ground commander of all XCOM forces and Base Commander of DEFBASE: DELTA; first group of newly recruited soldiers from United States Delta Force and Marine Force Recon arrive, two-weeks later S.A.S. training detachment arrives from England.
*C-189 "Skyranger" Supersonic VTOL transport arrives at DEFBASE: DELTA from U.S. Military Airlift Command.
*Select platoons of soldiers from USN SEAL Team 8 and SEAL Team 5 "recruited" for XCOM en-mass, hand-picked teams from French GIGN and Japanese Kunika Special Police arrive later in the year to teach urban combat operations and join newly organized ground forces.
*First "hot" scramble directed against small UFO detected by newly deployed American Defense Sector radar net. NORAD conventional fighters close within sighting distance of craft, but cannot reach a firing position. Target disappears over North Pole, before F-26 fighters can deploy successfully.
*After political infighting and name-calling results after failed interception, NORAD is retasked specifically to defend against Alien incursions into the newly established American Defense Sector. XCOM given world wide priority and carte-blanche over ground assault assignments and air interception with NORAD acting as air support and defense based on completion of the NORAD orbital defense platform being assembled in Earth orbit. Coalition of Funding Nations perseveres at the cost of some American resentment.
*Detachment of GSG-9 German Special Operations finally tasked for X-COM deployment along with units of Italian Incursari (SEAL style Commando's) at request of General Reinhardt. Israeli deployment of special operations forces approved but put on hold after pressure from Arab Nations and OPEC coalition.
*Construction of DEFENSE BASE: ALPHA in the Alsacce-Lorraine area of France begins as XCOM expansion continues. First training formations at DEFBASE: DELTA certified as operational, new ranking system instituted based on experience and testing phase results.
*Large Radar System and newly designed MK 2 Photonic Multi-processor net goes on-line at DELTA Base linking global detection grid with Air Defense Center at XCOM HQ.
*International Business Machines in partnership with newly formed Center for Artificial Intelligence and Intel Consortium release news of breakthrough in machine logic processing. Photonic neural grids with capacity for "self-generating" interconnection incorporated into microprocessor's, military application is immediately requested by XCOM research arm through back-channels.
*Newly designed processor systems incorporated into XCOM research structure and aid in laser weapons development. LOGIC 1 series software teamed with photonic processor network producing the first "intelligent" machines. After initial testing, new processor's are incorporated into the "ROVER" series automated weapons carrier's producing compact and versatile weapons packages capable of carrying heavy weapons into restricted urban areas. Two intelligent HWP prototypes delivered immediately to DELTA for trial deployment at squad level.
*Six more F-26 Interceptor's join initial units deployed at DELTA. XSFS-1 fighter squadron established with the "Viper" chosen as formal designation. Two more Skyranger transports are delivered as ground forces continue recruit training.
*First successful interception of a UFO occurs, Viper squadron deployed "hot" after unidentified target is detected off of Hawaii. Target moves in-land at incredible speed and contact is made just off the California coastline. Four ship Viper element closes to firing range and locks target signature of enemy craft before engaging in air-to-air combat. Missiles fired by pursuit fighters successfully lock-on and hit enemy craft but not before Viper 5 is lightly damaged by Alien energy "Ray" giving humanity a new appreciation for the sophistication of Alien technology. UFO is seriously damaged by missile volley and loses speed rapidly, after a final attempt to outrun pursuit fighters the ship goes down thirty miles off the western coast of Mexico, unrecoverable.
*Viper Squadron commended on success, NORAD takes delivery of two F-26 fighter's, remainder of American Defense Sector dedicated air defense squadrons remain conventional.
*Advances in laser weapon technology occur with development of QUADRA-4 regenerative energy source insures nearly unlimited power source for use in laser weaponry. MK-1 series laser pistol developed but not widely manufactured due to high level of innacuracy during initial tests, research continues.
*General increase in UFO traffic around the world, cattle mutilations reach new highs, Viper Squadron expanded once again as Boeing production lines churn out fighters, two more interceptor squadrons planned for as DEFBASE: ALPHA is certified as minimally operational and construction of first Operations Base (designation ISIS) is planned and started in Japan.
*Viper squadron scrambled to attack what is presumed to be a large alien infiltration force consisting of four medium scout ship escorts and four other ships not prieviously encountered. Vicious air battle ensues over Canadian Territory with four alien ships shot down in remote areas with assist from NORAD air defense squadron. One XCOM interceptor lost with crew two other's damaged, area around crashed UFO's sealed off by newly formed XCOM Regional Operations Command military police with more NORAD assistance. First and Second Companies of the First Extra-Terrestrial Command Assault Battalion deployed from DEFBASE: DELTA to investigate UFO crash sites.
*Ground assaults on downed UFO's yield mixed results as XCOM forces wade in and destroy remaining alien forces suffering as much as 30% casualties. No aliens are taken alive and CINC XCOM orders comprehensive review of combat techniques based on lessons learned.
