Ernie, let me get this straight. The City of Tempe "leases" the property to a private entity or allows a "special event" to occur, but only if the private party signs an agreement stipulating how the private party must violate the rights of the attendees in ways that the City of Tempe would be barred from doing given the restrictions placed upon it by Law, and Constitution?
Pardon me for saying, but this is more of the circuitous logic they have been feeding us for years. I thought they would be more clever than that, this time.
