Peaceful intent sometimes stalls and never is manifested. In those times there is a tendency to become negative in outlook and behavior. It seems too difficult to shine a peaceful light when there seems to be darkness all around, yet if you think of it, in the middle of darkness, one light can be seen. We expect to see others of like mind and energy, but many times it isn't there. When you create peacefulness, even if it is within yourself, you change that around you. It may not be evident, but that does not mean it doesn't happen. Even if it's a small ray of light, let it shine brightly.
