Jarod stays at the Bahia Bay Hotel on Bahia Grande Island, FLA.   Amid hurricane Cassandra, Jarod brings to justice a Marine Patrol Officer who allowed Haitian refugees who were unable to pay him to be killed in a hurricane.   Aside:   Jarod leads Miss Parker to a safe deposit box that was left by her mother before her death.   Among the items in the box was Catherine Parker's great-grandmother's wedding ring.   Sydney has a conversation with Mr. Parker in which he described Catherine Parker as a manic depressive whose marriage was falling apart.   Miss Parker remembers a particular Thanksgiving during which her mother was severely beaten ... and realizes that it was Mr. Raines who inflicted the injuries on Catherine Parker, not her father, BUT that her father must have permitted it to happen.
