March 13, 2000 Leonard R. Trimlett Oakland, CA Ellen Garvey Executive Officer Bay Area Air Quality Management District 939 Ellis Street San Francisco, Ca 94109 Subject: Your Scrappage Program Dear Ellen,
Thank you for your interest in my car. You have expressed the conditions for me to receive $500 for the vehicle in which I invested $20000 to restore. In order for there to be a meeting of the minds, I would like to express the conditions which you must meet for me to surrender my 1965 Mustang to you:
1.You must agree to pay $25,000 for my mustang ($20000 for the vehicle and improvements plus $5000 for the inconvenience you cause me in obtaining alternate transportation).
2.You must cease and desist from issuing "Emission Reduction Credits" to refineries after you crush my vehicle. How many tons of "NOx" is my Mustang worth in "Emission Reduction Credits" to the refineries? Can I get some of those credits toward the purchase of a newer vehicle?
3.You must lobby the state legislature to eliminate the "Emission Reduction Credit" Bank.
4.You must admit that MTBE has reduced gas mileage in vehicles (not increased it). The Chevron Energy Sheet says MTBE has 3% less energy than regular gas.
5.You must agree that MTBE has increased the production of NOx (a major component of SMOG). You must admit that MTBE is a water pollutant and that no one looked at its water solubility before dumping it in the gas.
6.You must admit that 43 tons of MTBE are dumped into the atmosphere everyday as the result of unburned gas. (A SF Examiner Article --- 1997)
7.You must deal with stationary polluters first (not mobile sources). When I say stationary polluters I mean refineries and factories.
8.You must make this offer of $500 to President Bill Clinton for his 1965 Mustang convertible.9.I have been told that you do not crush some of these vehicles but put them back on the auction block (apparently in recovering expenses). That must cease and desist.
If you can meet ALL of the above requirements we MAY have a meeting of the minds, otherwise don't call me. I'll call you. Take a look at my web site http://www.smogrfg.com. I don't buy your brand of clean air.
Sincerely, Leonard R. Trimlett
