What is the EU? 

The answer to this question depends on either what the EU wants to present for itself or what the EU really is. The EU (former EEC) is a league of primary imperialistic European countries. Its aim is to promote the economic, political and strategic interests of the bourgeois classes of these countries, especially their monopolistic parts. The basis of its existence has been the European common market. It shaped a wide range of action for the European monopolistic capital (free distribution of capital and commodities). Through the EU, the imperialistic countries of Europe have expanded their economic and political domination to some other European countries. 

At the same time, the EU have assisted the powerful European imperialists in their international confrontation with other imperialist countries, mainly on the economic level. For a few years now, especially after the global realignments with the collapse of the Eastern block in 89-91, the European imperialist powers have been moving towards the strengthening of their position and role, both in their countries and internationally.

They do this by legislating their political and economic domination within the EU framework, by expanding their action and domination upon other east-European countries, by their attempt to form a common monetary and economic policy, so that they can follow the international processes and become more powerful on military-strategic level against their antagonists, especially the USA. If we assumed that things are going on to this way then we would have the following result: 

a.The formation of an imperialistic superpower, the strengthening of the European bourgeoisie, particularly its monopolistic part, against the proletariat and generally against the toiling masses. 

b.The strengthening of the domination of the bourgeoisie of the most powerful countries against the people of the weakest countries, keeping up the attack against people through exploitation, unemployment, oppression, and suppression. 

At the same time, such an imperialist superpower would have more powerful means to predatorily exploit the countries and the peoples of the so-called Third World, strengthening the reactionary side in the contradiction between imperialists and peoples. On the other hand, having in mind the unbridged antagonism amongst the imperialist powers, the formation of such a superpower would have deepen this antagonism, multiplying the imperialist interventions and wars in small countries, bringing closer the danger of a general conflagration. 

The Question of EMU 

The monetary question of Euro and the Economic and Monetary Union (EMU) is not just an economic question. It is mainly a political one. At this point we do not refer to European Currency Unit (ECU) or to Euro (which is actually an advanced form of the ECU) but to what will allegedly replace the currencies of the EU countries. A currency does not just express the economic size of a country, it is something more. This is more obvious today, after, on one hand, the abandonment of the Golden Rule, and, on the other hand, the domination of super-fast transactions, the expansion of Stock Markets, and in general of all these things that widen the gap between the circulating "values" and the real global economic basis. 

A currency also expresses the "vigour" of a given economy as well as its place in the world "division" and correlation. A currency circulates and is "valued" under the aegis and the guarantee of the state. A currency is an instrument of the state economic policy and at the same time is an expression of the given country’s sovereignty in the concrete economic and political field. Consequently, there is a question as to which power will "guarantee" Euro and control its circulation. Such a power cannot be the Central Bank of Europe (CBE). The function of CBE presupposes the warranty, cover and guarantee of a state power (one, two, or three). This sends us back to the original problem of political unification or domination by one power (e.g. Germany) upon the others. 

Taking into account all these known problems, why have they proceed to the direction of Euro? We think that it is an escape forward. We live in a period of international realignments and redistribution of roles. The European imperialists have realized that each of them separately cannot claim a role (and a share) they allegedly deserve. In a way, they risk and attempt a leap forward using the most powerful element of the EU, that is their overall economic power and the common market. However, in this way they endanger everything, even their previous gains. 

We think that the existence of Euro, both in normal times and even more in times of crisis, will activate and aggravate all the problems and contradictions inherent in the EU. We think that the disagreement, e.g. on the subject of the management of CBE or the objections of the US, will seem insignificant compared to what will come next. 

Conclusions 

According to all these, we believe: In every situation EU is and will continue being the enemy of the European and non-European peoples. It will continue being the means of attack against the toiling masses. It will continue being the force of imperialist interventions and massacres. It will continue being a factor for a total conflagration, due to contradictions with the rest of the imperialists. The fact that we reckon the United States as the greatest enemy, doesn't mean that we don't realize the characteristics, the role and the responsibilities of the European imperialists. 

Abstention from the European Elections

The Communist Party of Greece (marxist-leninist) refuses to take part in the game of disorientation and deception of the toiling masses. On this ground, we consider the European parliament as an institution which has never had real power. Regardless their recent role, national parliaments have a specific historical background and people had fought for their creation. On the contrary, the European parliament was created by the imperialist governments for their own ends. The role of the European parliament is, in essence, decorative, unimportant, and the purpose of it's existence is the disorientation and deception of people. The European elections take place in order to persuade the masses to accept the European Doctrine, to legitimize the policy of the members of the EU, to disorientate the masses which, in fact, have only one way to defend their interests, their struggle. CPG (m-l) refuses to take part in such a reactionary and unpopular campaign orchestrated by the bourgeoisie and the reformists. 

ABSTENTION FROM THE EUROPEAN ELECTIONS! 

-Fighting is the only way out for the masses. 

-Exit from the European Union. 

-For a democratic, independent and socialist Greece.
