ACTION ALERT!!

REPEALING NEW STATE LAWS REQUIRING SSNs TO RECEIVE STATE LICENSES


Like many freedom lovers around the US, Liberty Activists have always been really careful about WHO we gave our SSN to. Federal Law backed us up, only requiring we give our SSN to government agencies who needed it to process our taxes (how individual Liberty Activists dealt with taxes notwithstanding). However, all that's changed now...because of the latest Federal Government "blackmail scheme", most states have passed or will soon pass legislation REQUIRING the Dept. of Motor Vehicles and other state agencies to obtain SSNs from applicants for (or renewals) state licenses, including DRIVERS LICENSES (the primary form of ID used in the USA.) It matters little whether your state requires the SSN to be on the face of the license or is just "recorded on the application"...the invasion of privacy is the same.

Biblical scholars have also noted that the Federal Law requiring this, is Title 42 U.S.C. 666(a)...


UPDATE JUNE 17, 1998

To those of you who say that "their state" haven't gone along with the feds on this requirement, and, presumably, would just not take Federal Funds after the October 1,2000 deadline.

Wednesday, June 17, 1998, the U.S. Department of Transportation published the proposed "Driver's License/SSN/National Identification Document" guidelines which all states will be compelled to comply with over the next two years. The "Notice of Proposed Rule Making" (NPRM) sets out the "standard feature" requirements for driver's license cards and other "identification" documents. States which do not comply will find that their citizens will not be allowed to participate in routine, life-essential functions after the imposed federal deadline of October 1, 2000.

BACKGROUND

December 1997. "Back in 1996 Congress enacted the "Personal Responsibility and Work Opportunity Reconciliation Act of 1996" - Public Law 104-193 which established the largest, most intrusive locating and tracking database system imaginable.Sec. 317, of P.L. 104-193 amended Title 42 U.S.C. 666(a)(13) to require that, as a condition to receiving federal funds States must— "establish procedures requiring that the social security number of any applicant for a professional license, commercial driver's license, recreational license, occupational license, or marriage license be recorded on the application."

Just one year after the initial SSN requirements were imposed by 104-193 Congress approved amendatory legislation that DELETED the word "COMMERCIAL" from the Act. Thereby, Congress completely changed the scope of the SSN requirement so that now ALL 180 MILLION LICENSED DRIVERS in the country must give their SSN in order to get a driver's license...

States were INITIALLY given the option to use another number other than a social security number and still be in compliance with the Act's funding contingent requirements. However, H.R.2015 (the 1997 Act) has now amended Title 42 U.S.C. Sec. 666(a)(13) by adding just twenty-one new words that completely change the meaning of the law. The wording of Section 666(a)(13) now prohibits the States from using any number other than a social security number if they want to continue to receive federal funding! The law now reads: (added wording between stars) "if a State allows the use of a number other than the social security number *to be used on the face of the document while the social security number is kept on file at the agency,* the State shall so advise any applicants."

P.S.: A person must navigate a juggernaut of scattered and fragmented bills, Acts, and Code sections in order to assimilate the tidbits of Title 42 U.S.C. Section 666 into "meaningful?" code structure. Because this section is so important in understanding what's coming down the pike for all of us I have compiled section 666 into one file with all of the amendments. It includes the Amendments made by PUBLIC LAW 104-193) -- H.R.3734 -- the "Personal Responsibility and Work Opportunity Reconciliation Act of 1996, and Amendments per -- H.R.2015 -- the "Balanced Budget Act of 1997." South Carolina Law exemplifies new National SSN Reporting Requirements . All states either HAVE passed or WILL pass similar legislation ...if they don't they won't receive Federal child support enforcement funds & AFDC (welfare)

Louisiana One state has already repealed its law requiring SSN for drivers licenses!
AN ACT To amend and reenact R.S. 32:409.1(A)(2)(d)(viii) and 410(A)(3)(a)(i) and (viii) and to repeal R.S. 32:409.1(A)(2)(d)(vi), relative to drivers' licenses; to delete the requirements that an applicant for a license shall furnish his social security number and that the number shall appear on the face of the license; and to provide for related matters. On July 10, it was signed by Governor Mike Foster as Act. No. 864 with an effective date Aug. 15, 1997.
