It is called "The Tribal Government Gaming and Economic Self-Sufficiency Act" and the petition has a distinct graphic on the middle of the page depicting a group of people holding hands in a circle. The petition page is titled only as "Initiative to be submitted directly to the voters" "Tribal-State Gaming Compacts...". Although I know of no other opposing initiative requesting to be on the ballot, you may confirm that you are looking at the correct petition also by looking at the back under "Section 1. Title 16, Chapter 1 (at the begining) where it states: "This chapter shall be known as, and may be cited as, 'The Tribal Government Gaming and Economic Self-Sufficiency Act of 1998.'"
Brief outline of the initiative proposed:
-The measure is a statewide initiative that will establish
a uniform agreement for gaming facilities on California
Indian lands.
-Federal law already permits gaming facilities on Indian
lands. This initiative would establish new state rules and
regulations for the operation and management of such
facilities.
-This initiative would require Tribes to reimburse the State
of California for oversight costs.
-This initiative would require Tribes to distribute a
portion of their net revenues to counties for local needs
and statewide emergency medical services.
-The measure would require a portion of the net revenues to
be distributed to non-gaming Indian Tribes for health,
education, economic development and cultural preservations.
-This initiative WOULD NOT expand (the types of) gambling in
California.
-The measure WOULD allow Indian Tribes to continue current
operations at their existing facilities.
