a joint declaration of the Kingdoms of Aveshria and Cherusken, it is hereby declared,

that the Commonwealth of Cherusken shall hereby come into existence, this seventh day of July, anno domini one thousand nine hundred ninety-eight.

and that the purpose of this commonwealth shall be greater cooperation, understanding, and coordination amongst its members, who are hereby pledged to each other's mutual aid.

Article One

The Commonwealth of Cherusken shall have, as its head, the King of Cherusken. Each member state shall retain its basic sovereignty and right to self-determination. Those aspects of sovereignty which a state chooses to delegate to the Commonwealth or its members shall not be construed as a violation of sovereignty, provided that they are duly approved by the institutions of the state in question within whose sphere the issue of sovereignty lies.

Article Two

Each member state of the Commonwealth shall have diplomatic relations with all other members of the Commonwealth. If a member state so desires, it may choose to delegate all other diplomatic functions to the Commonwealth, as described in article one.

Article Three

Should a member state of the Commonwealth be the victim of aggression by another state, all members of the Commonwealth are pledged to the assistance of the member state.

Article Four

The Commonwealth of Cherusken is hereby guided by the following principles: justice, equality, cooperation, understanding, and respect.

Article Five

Each member state of the Commonwealth has the right to petition for changes in the structure of the Commonwealth. Such changes must be approved by each member state before becoming effective.

Article Six

Other states may petition to join the Commonwealth of Cherusken. In doing so, they must first open relations with all member states. The petition must then be accepted by three-fourths of the member states. If this is so, the petitioning state shall be admitted as a full member of the Commonwealth.

Article Seven

If a member state wishes to leave the Commonwealth, it may do so. However, the formal dissolution of its ties will not occur until seven days after the intent to leave is formally announced to the Commonwealth. This period of time will allow for whatever preparations may be necessary to properly end the member state's association with the Commonwealth.
