NATIONAL POLICE CADET CORPS
THE CONSTITUTION
(dated 15 Jan 99)

 

ARTICLE 1 - DEFINITION

1.    The organization shall be officially addressed as the "National University of Singapore National Police Cadet Corps Unit", and is hereinafter referred to as "The Unit".

2.    The official address of the unit shall be:

ARTICLE 2 - OBJECTIVES

1.    The objectives of the Unit in general shall be consistent with the National Police Cadet Corps. It shall aim:

       (a)    to inculcate good citizenship and spirit of cooperation;

       (b)    to instill greater awareness of the work of the Singapore Police Force and the National Police Cadet Corps;

       (c)    to assist in the training and development of cadets in other National Police Cadet Corps Units in schools;

       (d)    to assist in the combat against crime by instilling greater awareness and vigilance;

       (e)    to improve the social, cultural, educational, recreational and physical interests of its members.

ARTICLE 3 - MEMBERSHIP

1.    Membership shall be as follows:

      (a)    Ordinary Membership

              All matriculated students of the National University of Singapore who have successfully completed the National Police Cadet Corps Honorary Officers’ Basic Training Course shall be eligible for ordinary membership. Such membership shall terminate upon relinquishing student membership from the University.

      (b)    Affiliate Membership

              All members of Nanyang Technological University NPCC Unit are affiliate members.

2.    Privileges of membership

       (a)    Ordinary members shall:

               (I)     have the right to hold office in the EXCO;
               (II)    be entitled to all rights and privileges conferred by the Unit from time to time;
               (III)   have the right to speak and vote at General Meetings of the Unit.

       (b)    Affiliate members shall be:

               (I)    entitled to similar privileges as ordinary members except the right to hold office in the EXCO and the right to vote during general meetings;
               (II)   entitled to participate in selected activities organized by the Unit.

3.    Obligations of members

       (I)    Ordinary and Associate members shall abide by the Constitution and not act in any way inconsistent with its objectives.

       (II)   Any member found guilty of any conduct prejudicial to the good name of the Unit by the EXCO should be referred to the Officer-In-Charge for actions.

ARTICLE 4 - ADMINISTRATION

1.    The administration of the Unit shall be in the control of the Officer-In-Charge (OC) of the Unit with the assistance of the EXCO. In the absence of the OC, the Deputy OC shall assume the role of OC. The Deputy OC shall be an officer appointed by NPCC HQ, if any. In the absence of the OC and the Deputy OC, the Executive Officer (EO) shall assume the role of OC.

2.    The EXCO shall comprise eight members elected to office at the Annual General Meeting.

3.    It shall consist of:

      (a)    the Executive Officer
      (b)    the Administrative Officer
      (c)    the Financial Officer
      (d)    the Deployment Officer
      (e)    the Training Officer
      (f)    the Publication Officer
      (g)    the Projects Officer
      (h)    the Functions Officer

4.    The EO shall appoint a Deputy EO among the EXCO members to assume his role in his absence at the first EXCO meeting and this shall be made known to the Unit's members as soon as possible.

5.    All EXCO members shall hold office for a term of one year; the Financial Officer shall not be eligible to hold the position for more than one term but may hold another position in the EXCO in another term.

6.    Members of the EXCO shall not resign during their term of office except upon approval by the OC of the Unit or the Deputy OC in the absence of the OC, with the advice of the EXCO.

7.    The EO may co-opt additional members for the proper administration of the constituent body, but such co-opted members shall have no voting rights.
 

ARTICLE 5 - DUTIES OF THE EXECUTIVE COMMITTEE

1.    The Executive Officer

       The Executive Officer will oversee the running of the whole unit and be responsible for steering the Unit towards the direction desired. He shall recommend changes and exert control where necessary. All other members of the EXCO shall report to him on the activities and changes taking place, so as to enable him to monitor the unit.

2.    The Administrative Officer

       The Administrative Officer shall take charge of all administrative work within the Unit and handles all correspondence between the Unit and the HQ. He shall also update the records and files of the Unit regularly.

3.    The Financial Officer

       The Financial Officer shall handle all matters related to money and claims. He shall monitor the financial position of the Unit and ensure that all the expenses are accounted for. He shall also be responsible for the preparation of all the financial statements and keep the EO informed of all money movements.

4.    The Deployment Officer

       The Deployment Officer shall be responsible for the allocation of manpower for the various HQ activities such as Annual Camps and Range practices. He shall have the right to assign duties to members of the Unit for all HQ activities. However, he has the right to know what duties the members are required to perform and decide whether the use of our officers are justified.

5.    The Training Officer

       The Training Officer shall oversee all matters regarding training such as HOBTC and the likes as deem fit by the EXCO.

6.    The Publication Officer

       The Publication Officer shall be the chief editor of the Unit’s publication and the Unit's official website.

7.    The Projects Officer

       The Projects Officer shall oversee projects such as fund-raising, community service, Police Week Carnival, recruitment drive and the likes as deem fit by the EXCO.

8.    The Functions Officer

       The Functions Officer shall oversee functions such as the HO NITE, Year-End Function, HO Games Day and the likes as deem fit by the EXCO.

ARTICLE 6 - MEETINGS

1.    The Annual General Meeting of the Unit shall be held not later than the 3rd week of January.

2.    The OC or the EO shall convene the General Meeting.

3.    An Extraordinary meeting may be convened on:

      (I)    the written notice of the OC of the Unit.
      (II)   the written notice of the EO.
      (III)  the written petition of at least 50% of the members.

      Such Extraordinary General Meetings shall not be held later than twenty-one days after the receipt of such written notices.

4.    Proceedings of the Meetings

      (a)    Twenty ordinary members or 50% of the total membership, whichever is lesser shall form a quorum at any of the General Meetings.

      (b)    In case of failure in reaching a quorum, the meeting shall be adjourned to a date to be fixed within seven days of the General Meeting in which a quorum shall not be required.

5.    Passing of Resolutions

      (a)    All ordinary resolutions shall be passed at the General Meeting by a majority of the members present.

      (b)    All special resolutions shall be passed at the General Meeting by not lesser than two-thirds of the members present.

      (c)    Special resolutions shall be:

              (I)    change of name of the Unit
              (II)   amendments to the Constitution
              (III)  removal of members from the EXCO
              (IV)  change of address of the Unit
              (V)   such other matters which shall materially affect the image, status and financial position of the Unit.

      (d)    All other matters which are not special shall be ordinary. In case of doubt, the OC shall decide whether the resolution is special or ordinary.

ARTICLE 7 - ELECTIONS

1.    Elections for the EXCO shall be held at the Annual General Meeting.

2.    The outgoing EXCO shall be responsible for the conduct and supervision of the elections.

3.    A Neutral Officer shall be appointed by the outgoing EXCO. The Neutral Officer shall be responsible for ensuring the fair proceedings of the election and he shall either be an associate or affiliate member.

4.    Each candidate nominated for election shall have a proposer and a seconder.

5.    The election shall be held in the following manner:
        (Note that senior members refer to HOs who have completed the one year probation and junior members those who have not)

Round 1 - Election of Executive Officer

(a)    The EO shall be elected from the out-going EXCO.
(b)    The nominee with the highest votes assumes the position of EO.

Round 2 - Election of Deployment Officer

(a)    The Deployment Officer shall be elected from the pool of senior members in the Unit.
(b)    The nominee with the highest votes assumes the position of Deployment Officer.

Round 3 - Election of Training Officer

(a) The Training Officer shall be elected from the pool of senior members in the Unit.
(b) The nominee with the highest votes assumes the position of Training Officer.

Round 4 - Election of fourth senior member into EXCO

(a) The remaining five positions are opened to the pool of senior members simultaneously.
(b) The nominee with the highest votes assumes the position he had been nominated for.

Round 5 - Election of junior members into EXCO

(a) The remaining four positions are opened to the pool of junior members one at a time.
(b) The nominees with the highest votes assume the positions they had been nominated for.

6.    Any changes to the election procedure may be proposed and passed by two-thirds of the majority of members present during the Annual General Meeting.
 

ARTICLE 8 - MEMBERSHIP SUBSCRIPTION

1.    All Ordinary members shall pay an annual subscription fee of five dollars. The fees are payable upon joining the Unit.

ARTICLE 9 - RESTRICTIONS

1.    The Unit shall not be involved in any political affairs, nor shall its funds or premises be used for such purposes.

2.    The Unit shall not be involved in any activities in which it does not have primary concern unless approved by the National Police Cadet Corps Headquarters or the Office of Student Affairs of the National University of Singapore.

3.    All statements to the press or public concerning matters of the Unit shall be made only by the OC of the Unit and or the EO.
