What will be the steps that will occur to   
create and install the updated land use plan?  
(The Process) 
While this page is currently under construction, we will say the following..... 

1.  The consultant for the plan (Shutt-Moen Associates) will collect information from a series of public meetings, and will then present the Airport Land Use Commission (ALUC) with a draft plan for it to consider.  (This step will take about 8 months)  

2.  The ALUC will then  
    * consider the draft plan,  
    * possible make changes,  
    * hold a public hearing,  
    * possible make further changes, and  
    * adopt the plan.  
During the public meetings provided by the consultant, and during the public hearing conducted by the ALUC, members of the public will be allowed to comment on the issues associated with the draft plan, and on the draft plan itself when it becomes available.  The adopted ALUC plan will affect certain governmental jurisdictions.  At Buchanan field, those jurisdictions are:  
    * The City of Concord  
    * The City of Martinez  
    * The City of Pleasant Hill  
    * The County of Contra Costa (which will affect the un-incorporated areas and towns of Pacheco, Blum Road and possible Clyde and Vine Hill).  

3.  After the ALUC adopts its updated plan, each of the local jurisdictions affected by the plan will then have six (6) months to:   
   1. amend its general plan to conform to any new restrictions set out in the updated plan, or  
   2. override the ALUC plan, and not make any changes, or  
   3. adopt portions of the ALUC plan, and override the remaining portions.  
Each local jurisdiction will probably have public hearings when it considers conforming its general  plan, at which time residents in the local jurisdiction will probably be allowed to comment on whether the local jurisdiction should adopt the ALUC plan. 

While it takes a simple majority of council members (or board of supervisors) to vote to change a general plan to conform to the ALUC plan, it takes a two-thirds (2/3rds) vote to override the ALUC plan (unless you live in Marin county, where it only takes a simple majority.  Since all Contra Costa councils and Board of Supervisors have five members, the 2/3rds rule effective requires 4 out of 5 votes, or 80%, unless one or two members are absent.
