GOVERNING
RULES
OF THE
QUEENSLAND ELECTRIC WHEELCHAIR SPORTS
ASSOCIATION
1.     A maximum speed limit of 10km/hour shall apply to wheelchairs during play.  If chair speed of
        the tested player exceeds 10km/hour, the player will not be permitted to play until the speed is
        corrected, the match the team is playing in may be forfeited.  This is to ensure that all players
        and umpires can compete and officiate in safety given the size of the playing area.  Random
        testing may be carried out by umpires at any given time during competition.  The 10km/hour
        speed limit is the speed tested with the occupant in the wheelchair.

2.     Seat belts SHALL be worn during play for safety reasons and MUST BE clicked into place.

3.     A standard electric wheelchair with arm rests and footplates shall be used during play in all
        sports, for safety and standardisation reasons.  Headrests and other attached equipment should
        be mounted so that there are no dangerous protrusions which could injure other players.  All
        protruding, non essential items must be removed from wheelchair for the duration of the game.
        eg. large bags, flags, etc.

        Feet protectors are not compulsory to be worn but are strongly recommended.  These
        protectors must not be of a size or design that could be potentially dangerous to other athletes.
        Trays may be used but must be of a safe nature, ie rubber/foam covering on the rounded
        edges.  If trays are deemed to by unsafe by officials they will have to be removed.

4.     Players shall wear their team colours and/or bibs during play.

5.     Player must use an electric wheelchair for day to day mobility.

6.     Any disputes concerning Umpire Decisions or Rules are to be referred back to the QEWSA
        management committee in writing where a ruling, interpretation or verification will be provided
        as soon as possible.

7.     Court markings will vary in colour but the primary objective is that players and referees should
        be able to clearly distinguish the lines belonging to each sport.

8.     PENALTY CARDS

        * The umpire shall carry a yellow card and a red card during matches.

        * YELLOW CARD

        * Where a player offends persistently against the rules, or commits an infringement in such a
        way that a free hit or penalty is less than sufficient warning, the umpire may officially warn that
        player by showing them a yellow card.

        * Should a player offend against the rules in such a manner that a second official warning is
        deemed to be required, the offending player shall be shown a red card.

        * RED CARD

        * A player who commits an offence involving deliberate violence to another player or an
         official, or who deliberately interferes with another players wheelchair may be shown a red
         card in the first instance.

        * A player who has been shown a red card must leave the field and may not be replaced.
           Depending on the severity of the offence, a player will either be sent off for period of 3
           minutes or for the remainder of play.

        * Any player who is shown a red card during regional competition will be ineligible to receive
           any best and fairest awards for that season.

        * PROCEDURE FOR SHOWING CARDS

        * Only the central umpire may show either yellow or red cards to players, though he may seek
           advice from either linesperson.

        * When showing either card, the umpire shall hold the card aloft, inform the player of the
            infringement, and in the case of a red card, inform the official scorer of the suspension.

        * A player suspended from play shall report to the official score table area.
 

9.     2 MINUTE WHISTLE

        Two minutes prior to the commencement of a game the Central Umpire will blow his whistle.
        During this two minutes, participating teams are to be present for toss of the coin and take up
        their positions on court, inform umpire of team positions and be ready for play.  If a team is not
        ready within this time their match and points for the round in question will be forfeited if the
        QEWSA management committee deems so.

10.   ROUND ROBIN GAMES

        For regional competition SOCCER, TOUCH FOOTBALL AND HOCKEY games will
        consist of two 10 minute halves with 2 minutes for halftime.

11.   FINAL GAMES

        All finals will consist of two 20 minute halves with five minutes for halftime.
