In the early 1990's, Billy Gunn wrestled in the IWF as Kip Winchester, tagging with Bret Colt. In 1993, Kip and Bret Colt entered the WWF as Billy and Bart, the Smoking Gunns. They were knocked out of a tournament for the vacant tag titles when one of the Gunns was injured in January of the next year.

The Gunns beat the 1-2-3 Kid and Bob Holly, their replacements in the tournament, the day after Holly and the Kid won the titles. They lost the titles at Wrestlemania to Owen Hart and his "mystery partner" Yokozuna, but regained those titles from Owen Hart and Yokozuna in October.

In 1996, injury forced the Gunns to surrender the title. When the Gunns returned in Spring, Sunny dumped the Godwinns, who were tag champs, and managed the Gunns to a title victory over the Godwinns in May. Sunny didn't stay around long. The Gunns lost the titles to Owen Hart and the British Bulldog that September, and split up not long afterward, feuding briefly.

In 1997, Billy turned down an offer to be managed by Honkytonk Man, but then accepted the offer a couple of weeks later. Honkytonk Man saddled Billy with the 'Rockabilly' gimmick. Honkytonk was a bit annoyed with Jesse James for turning down his management offer and smashing his guitar, and sent Rockabilly to do his fighting for him.

Jesse James returned as Road Dog, and convinced Billy to dump the ridiculous gimmick and the manager, and team up with him. The duo became known as the New Age Outlaws.
