Here are the instructions to make one of these maraccas...if you are interested.

Supplies:
newspaper strips
papier mache paste made from enough flour and water to make a paste a little heavier than white glue.  It is not essential to be precise.  You can add some white glue to the paste if you're worried that it won't be hard enough but  mine sure was without the glue.
round balloons blown up to the desired shape for the maraccas
paper towel or toilet paper rolls (for handled maraccas)
cereal box cardboard for tail and fin of fish
kleenex soaked in pasted to mold eyes and mouth

Blow your balloon to the desired size.  Dip the newspaper strips into the paste and remove excess by running the paper between finger and thumb.  Lay on the balloon.  Continue until the entire balloon is covered with the exception of a small quarter sized hole.  Allow to dry and do two more layers allowing to dry in between.  pour 1/4 cup of noise making whole grains, dried bean, or popcorn.  Cover hole with more newspaper.  At this point you can attach the paper towel rolls with masking tape or cut fin and tail shape out of cereal box (two thicknesses) and tape to balloon.   cover with a three layers of newspaper...especially where the fish tail attaches to the body because that is what you will hold to shake the fish and it needs to be strong.  For fish you can take your kleenex, soaked in paste, and shape them into eyes and a mouth and place them appropriately on the fishes face.  Cover with thin strips of newspaper.  Do one final coat with plain white paper or that plain newsprint paper so you have a solid light surface to paint.   When it's dry  you paint it then put a couple coats of polyurethane or similar finish.
