Thank you for contacting me through my dedicated constituent response network to voice your concerns about the controversy surrounding President Clinton. In order for me to respond to you in the most expeditious manner, you are receiving an automatic reply to your e-mail. Please know that your letter will be read and your opinion is very important to me. I welcome this opportunity to respond immediately to your concerns and to provide you with the latest information on this issue.

I voted in favor of the Hyde Resolution that will allow the House Judiciary Committee to begin a formal inquiry into allegations against President Clinton. This resolution passed the House on October 8, 1998. I voted for the inquiry in order to move this process forward to an expeditious conclusion. It is important to remember that a vote for an inquiry is not a vote for impeachment. What the President did was deplorable, self-indulgent, reckless and just plain wrong. However, I do not believe that the evidence assembled so far rises to the level of impeachable offenses. An inquiry is essential to determine whether the President will be exonerated of these charges. An inquiry allows us to find the truth and put this matter to rest for the American people.

I have deep reservations about the wide breadth and scope of the investigation which is why I also voted for the Democratic resolution to limit the length and scope of the inquiry. Unfortunately, this resolution failed in the House. I feel the American people would have been better served by an inquiry limited to the Starr referral and to a date certain for completion. However, it is important to note that the Hyde resolution will expire on January 3, 1999 when the 105th Congress officially ends. Therefore, in order to proceed with the inquiry after January 3, another resolution will have to be passed by the House at that time. As we move forward, we must ensure that the inquiry is fair, expeditious, and assures due process. I believe that by voting for this inquiry, I will be in a stronger position to ensure that Congress does not go against the wishes of the American people and exploit this investigation for partisan gain.

I maintain that it is my constitutional duty as a member of the House of Representatives to make a serious and sober examination of the evidence and to weigh the recommendations of the Judiciary Committee. I will continue to represent my constituents through this grave process with the utmost seriousness, independence, and the highest regard for the institution of the Presidency and our nation's laws.
