The Liberal Cabinet is happily revising the spending numbers. An
estimated $3-billion to $4-billion in unbudgeted new spending has already
been announced by Ministers this year, and we still await the promise of
a grand innovation policy as well as vague commitments to spend even more
on natives and the environment. Ottawa's refusal to submit to the rigour
of a budget may well be linked to the Prime Minister's desire to push through
his pet projects without having to justify them in light of shrinking revenues.
Such fiscal carelessness, however, does an injustice to Canadian taxpayers
who deserve a proper accounting of how the government plans to spend their
money. A federal budget is required not only because the economic situation
has changed
dramatically, but also because the Liberals have not changed their
dramatic spending habits.(And they won't, until
the Country has the same deficit that Trudeau left us with..Ahhh
the standard liberal Legacy will rear its head again..)

handguns for up to $100 an hour to criminals and gang members. Police
suspect the weapons are rented because criminals don't want to take the

own firearms. Criminals are Renting the guns because its an easy source

OTTAWA - Fewer than half the Liberal MPs on an all-party committee
attended the first day of hearings yesterday into the Access to Information
Act, and one of them spoke out in favour of the current legislation, blaming
"unreasonable requests" from the public for delays in getting government
documents.(It would seem that ANY request for
the Liberals to release information on their antics is deemed "Unreasonable"..

The statistical proof simply confirms what has been evident anecdotally
for years. For instance, years ago the women of Orlando, Fla., were
terrified of being raped, since 33 women had already been raped in just
one 9-month period. After people began flocking to gun stores to
protect themselves, the Orlando Sentinel newspaper got together
with the police to offer a firearms safety course. It was all very
well publicized. Everybody knew that in Orlando there was a multitude of
women who had handguns and knew how to use them. The result was that
in the following 9-month period, there were only three rapes. In addition,
crime in general declined. The fact is, Orlando, Fla., was the only
U.S. city with a population of over 100,000 that had a reduction in crime
that year. (The Liberals think its best if
ONLY the Bad Guy has the gun, that way the police can positively identify
the criminal (the person being the ONLY one with a firearm, besides the
police and military) and arrest him AFTER he's raped and killed you.)

Dead, and NO Guns Involved
Not only is Nikolay Soltys not suspected of using any guns in the
commission of this heinous crime, police allege he killed his 27-year-old
wife and unborn baby in her home, then traveled 15 miles to stab his second
cousins – ages 9 and 10 – and their grandparents, before fleeing with his
own 3-year-old son and later killing him as well. While I do not seek to
politicize this tragedy, someone needs to point out the obvious. Men are
capable of great evil – even mass murder – without the benefit of firearms.This
incident should serve to remind us of that fact. What would have happened
if his wife had a gun? She might very well be alive today. Her unborn baby
and his son might very well be alive. In fact, the grandparents and the
little second cousins might still be alive. (Knives,
Baseball Bats, and Lead Pipes, Have ALL been used by murderers. Guns are
used far more often to STOP crime, than to commit it....Hear someone breaking

Bencher MPs to call for reform of Access to Information Act
OTTAWA - John Bryden, chairman of a committee of backbench MPs examining
the Access to
Information Act, says he will go ahead with a report calling for
reforms despite the "poisoned ground" created by the federal Cabinet. Don
Boudria, the government House Leader, has ordered civil servants
not to appear at the hearings, which begin today in Ottawa. The decision
has cut the witness list by two-thirds and private-sector organizations
with other issues before the government have also cancelled their appearances
out of concern they will face repercussions, Mr. Bryden said yesterday
in an interview. "The authority is we're MPs with 80,000 voters behind
each one of us. Our authority is Parliament. Unless something's happened
recently that escaped my notice, Parliament is still supreme around here.
It's Parliament first and then government."(Even
'Liberal' Backbenchers are starting to doubt their party. This 'Single
Party Government' is doing what any other 'Single Party Government' around
the world is doing. Curtailing rights of citizens by impeding any, and
all, attempts to 'really find out' what government is up to.

Federal statistics released yesterday show the average Canadian
household spent 4% more money in 1999 than the previous year. Of
the four major budget categories, Canadians spent 19% on shelter, 13% on
transportation and 11% on food, while 22%
went to personal taxes. Personal taxes rose from 21% in 1998, to 22% the
following year. "Statistics Canada can only report personal taxes," Mr.
Robinson said. "The figures do not include sales taxes, property taxes,
and a variety of different fees and charges we would consider taxes."
Mr. Robinson said studies have shown the full tax burden to family incomes
is 48% to 49%.(If the Feds were REALLY serious
about reducing your tax burden, they would 'at least' reduce the G.S.T.
and remove it from things like Home Heating. Heat in Canada is just as
important as food. If you don't have it, you die. So Actually, the Liberals
are taxing you on your right to stay alive in the winter. If you heat with
a 'Grain Burning Stove' you don't pay G.S.T. on your Heat even though the
grain ,usually corn, you are burning is not really edible.)

Tramping through the dense bush in the fall chill for hours, maybe
even days, to bag a trophy may actually be the easy part of hunting
season 2001. 'It's a pain,' said sportsman Don Hamaluk after he'd
been on the phone for 30 minutes Friday evening with the federal firearms
registry in order to get its blessing to take home his newly-purchased
hunting rifle. At least Hamaluk can get guns and ammo because he's
got the licence to buy and possess, said the man who sold him the rifle,
Ron Dallaire, a co-owner of the Tackle Shack in Grande Prairie. Some
aren't going to be so lucky this hunting season, he warned."(Bagging

So where's the problem? Two years ago, while promoting the Gophinator
in the New Inventions building at Regina's annual Farm Progress Show, the
Maze family was approached by a representative of the local Humane Society.

billed for luxury travel
Federal civil servants booked more than 1,500 first-class and business-class
flights in the last fiscal year in violation of Treasury Board policy,
says a new report. The luxury tickets -- offering fine wines, gourmet meals
and wider seats -- cost taxpayers an extra $1.7-million over basic airfares.
The report also shows bureaucrats declined lower airfares 9,500 times because
they preferred travelling on a higher-cost airline, adding another $2.8-
million to costs.A spokesman for the Treasury Board said each department
is responsible for policing its own violations
and that the cost of unauthorized upgrades must be borne by employees.
"The recovery of monies would be determined on a case-by-case basis," Chantal
Prevost said from Ottawa. Reimbursements must be made even if the upgrade
was the result of a misinterpretation or mistake, she added. (

wild turkeys into the province's woods. Hunters have been asking the province
to supply them with the game for more than a decade but the expense
was a deterrent. The National Wild Turkey Federation has agreed to
foot the bill for the project. (I Don't know
a single rural Nova Scotian that does not have a firearm of some kind (.22

Atlantic Canada is a 'high compliance' area.. Perhaps the Feds will relent,

A witness, Carlos Aguyar, told Global Television he saw a man leave L'Espresso

returned a few minutes later carrying what appeared to be a shotgun. (Obviously,
to a Liberal, this fellow must be a "Duck Hunter" gone bad!!! C-68

No Firearms Amnisty(ap)
TORONTO -- Ottawa has no plans to restore an amnesty allowing firearms
owners to use their guns without a licence, despite an appeal
from the Ontario government. David Austin, spokesman for the Canadian
Firearms Centre, said the six-month amnesty expired June 30 as scheduled
because, according to federal Justice Minister Anne McLellan, the vast
majority of applicants had licences. "That was the federal position
in June and it has not changed," Austin said. (The
"VAST MAJORITY" McLellan speaks of, DO NOT have licenses, and have No Plans
to Get one. Nor will they bend over and register for the future confiscation

asking federal government to extend firearm grace period (From

TORONTO (CP) -- Ontario is asking the federal government to extend
the grace period for licensing of firearm owners because of a backlog in
the processing of possession and acquisition licences. Under the Firearms
Act, people applying for firearm licences had to submit their applications
by Dec. 31, 2000. But a backlog has developed and thousands of applications
remain ungranted by Justice Minister Anne McLellan. In January, McLellan
granted a grace period of six months to all applicants who had filed by
the deadline but not received their licences. However, no grace period
has been extended to those who did not meet the deadline. With bear hunting
season open since Aug. 15 in much of northern Ontario, many hunters cannot
legally buy ammunition or possess firearms. "Despite following all federal
requirements, many Ontario sportsmen and women still find themselves waiting
for the federal government to process paperwork," Natural Resources Minister
John Snobelen said in a news release. "I call on the federal government
to extend the grace period, once again, until the backlog is cleared."

They blamed a culture of secrecy within the Liberal government and
the bureaucracy for problems with the 18-year-old Access to Information
Act, saying "the people who have the power to change it are the people
who benefit most from its not working effectively." "Over the years, stakeholders
have noticed a discernible shift in focus to managing and expanding exemptions
[to the right to access]," it says. "Many feel that the Act has become
a shield to deny access rather than a guide to providing openness."(Well,
can you blame them? The more people know about the REAL plans of
the Liberal Government, the more chance there is that they will suffer
the SAME fate the Conservatives did. Remember, the first step to
controlling the people, is to disarm them. That starts by requiring that
all guns be registered to facilitate the pending confiscation.)

The well-armed -- and well-funded -- police force of the near future
could have those tiny computers loaded with a worldwide criminal database
and portable laser fingerprint machines. Police could also buy an
impressive array of armaments, robotic cameras and doggy-sized flak jackets
from among 135 exhibitors. Meanwhile, criminal organizations here and abroad
are experimenting with computer hacking to break into legitimate
computer systems belonging to businesses and government organizations,
including the police. They are also increasingly using encryption to hide
their crimes. (Just think of the 'real' crime
fighting methods and equipment the police could have had if the
BILLION DOLLARS spent on registering 'duck guns' had instead been turned
over to law enforcement. Not to mention the fact that the CFC database
will be a primary target of criminal hackers. The resulting break-ins and
attempted thefts of desirable firearms now that they know who's got them,
and where they are, will become common occurrence. So perhaps, will

A leading spokesman for the pro-gun lobby
group, Canadian Institute for Legislative Action, founded three years ago
with help from the Washington-based National Rifle Association, complained
last week that Ottawa police visited him at his home without notice while
investigating threats against gun-control activists last April.
Al Dorans, the institute's director of operations
and author of hundreds of letters to newspapers over the gun law, said
he was outraged because the police detectives asked him if he knew who
made the threats. ( I Suppose the police
'have' to investigate as many leads as they can. But I also, would find
it personally insulting if I were asked if I knew who was making threats.
If I knew who was making the threats, the cops would have had their
names almost immediately, and I'm just as sure Al Dorans, or ANY other
law abiding shooter would do the same. The act of actually threatening
someone to further your cause, what ever that cause, is a the act
of a sick person. Violence is ONLY acceptable as the LAST

If a total, nationwide ban on the possession of firearms is supposed
to curb gun crime, then why is it that the English are increasingly the
victims of gun-wielding criminals? According to a study released about
a month ago and which formed the basis of a recent article in USA Today,
the criminal use of firearms in the United Kingdom has increased by "almost
40 percent in three years, to 3,685 incidents from 2,648." Now, what makes
this fact especially interesting is that three years ago was precisely
when England passed a comprehensive ban on the private possession of handguns.
According to the logic of gun control advocates, there should have been
less, not more (let alone much more) gun crime. Residents of the District
are equally familiar with this curious relationship. A total, nationwide
ban on the possession of firearms has not kept guns out of the hands of
criminals.(Simple logic has always evaded the
minds of Gun Control Freaks. Licensing, Registration, and finally confiscation
ONLY affects the people who are unlikely to be using firearms for
criminal purposes anyway. But it sure makes politicians LOOK like they
might be doing something useful, particularly to the uneducated)

Jim Mathews, interim chief of police in Saskatoon, said a focus
for this year's meeting of the Canadian Association of Chiefs of Police
will be organized crime. Formed in 1905 as the Chief Constables Association
of Canada, the CACP works with governments at all levels to try to improve
law enforcement across the country. (And these
'chiefs' all think C-68 is a great idea. Just like anywhere else in the

unless it finally heeds government warnings to file a backlog of annual
reports. The coalition created by Wendy Cukier, has apparently neglected
to file a single annual report, as required by the Canada Corporations
act, since it was registered in 1992. The filings are supposed to tell
where the money comes from and how it is spent. Cukier refused to explain

one of several bush fires around the southern Interior region this weekend,
say officials. The fire is one of 50 burning in the province. The fire
sparked by the marijuana operation spread from a shed containing electrical
circuits and burned about 1.5 hectares near Wardner, a small community
close to Cranbrook, said Rob Beugeling, a fire control officer. The B.C.
