Clearly focuses on the prompt. Elaborated with specific and relevant details. Logical progression of ideas and events. Has minor lapses. Generally coherent although some minor weaknesses may be present. Has a sense of overall completeness.

"weak command"

Focuses on the prompt. Some elaboration and concrete supporting details, but may not be consistent. Resembles a list. Some progression of ideas and events. Some evidence of coherence (explicit connections and transitions).

"lacks command"

Writer has attempted to respond to the prompt but does not maintain focus. Attempts to support ideas but too sparse to receive a higher score. No sense of strategy or control. Little evidence of coherence. May lack clarity or have and inappropriate strategy.
