    It was proposed TMI incorporates a Homestone.
    All keepers to swear to uphold the rules of TMI during their time at TMI.
    A Council of Advisors was proposed, by means of which the handling of day-to-day affairs and response to emergencies and incidents will be decided. 

    1. The Council will consist of seven (7) full Members or officers: Scribe, Liaison, Ambassador, Magistrate, Captain of the Guard, First Sword, and Master-at-Arms.

    2. Others may be co-opted on as Advisors (without portfolio) if and when the Council deems it necessary and advisable. Such Advisors will be Such Advisors will have voice and vote. Such Advisors will be elected in the same manner as Members.

    3. The Council Meetings shall consist of no more than Eleven (11) at any one time. Lady Masque and the Honour Guard may attend but are not included in the count. Meetings of the Council with the Keepers may be with as many of the Keepers as may attend.

    4. The Council Meetings shall be held in a specially constructed room.

    5. Council Meetings discussions are to be considered secret and not to be repeated to anyone other than Full Council Members. Logs passed for the purpose of discussion or clarification will be treated with the same confidentiality. Announcements may be made based on the results as applicable.

    6. Lady Masque may be present as and when she wishes, hers will be a casting vote.

    7. Lady Masque may veto any Council ruling. She does not need its permission or approval to do so, but may only do so with full disclosure. Such disclosure will be kept completely confidential. The Council will not try to force her to do anything that goes against her conscience, principles, or personal honour.

    8. The Full Council shall meet once a week.

    9. Extraordinary Meetings of the Council may be called at any time. These should be held only for emergency issues or for matters which cannot wait until the next regular Meeting. Under no circumstances should they be used to circumnavigate another Member.

    10. The Council requires a quorum (simple majority) of elected/acting Members to be present, in addition to Lady Masque, to be legal. A quorum of a full Council (7) would be four (4). All Full Council Members are entitled to attend any meeting.

    11. The Council may call anyone to advise them or to be heard in regard to any issue facing the Council. However, such guests many only stay to be involved with that business that concerns them. They must then leave.

    12. No slave may be a Member of the Council, full or Advisor. However, the council may utilize the skills of any slaves as deemed appropriate and necessary or advisable. Such slave(s) will be bound by the same confidentiality as the Council.

    13. In matters involving the kajira, the First Girl may, at the Council wish, join in the debate and speak for the kajirae as a whole. She may not vote, only take the floor to make her point and shall not be present during votes.

    14. All Council Members will vote on a duly proposed and seconded motion, by a yes or no, spoken in channel, and called in descending order to the nick display. A simple majority will pass a motion.

    15. Lady Masque will vote last and hers will be the casting vote, in event of a tie.

    16. During a formal debate, Council Members may take the floor uninterrupted. When called to speak by the Scribe, they will signify they have begun by showing they have stood. They will signify they have finished by signifying they have sat. Other members will refrain from interrupting during this time. e.g.:

    17. Decisions by the Council are binding on all of TMI.

    18. Each Member of the Council will accept the decisions of the majority in good grace. Walk outs, sulks and tantrums are unworthy of a Gorean.

    19. New Members to the Council may only be elected by a quorum (simple majority) agreement of the Full Council. Note: said quorum depending on the actual number of elected FULL Members.

    20. Members of the Council may only be removed by a quorum (simple majority) decision. Resignations must be accepted in the same manner to be valid.

    21. Each member may have a personal Advisor, with whom they may discuss matters. These Advisors may attend that part of any Meeting having to do with any business of the person He is advising but must then leave, and will have no voice and no vote. Advisors will respect the same confidentiality as the Council.

    22. These Laws are changeable either by amendment or with extra provisos.

    23. The logs of the Council Meetings are confidential. They may not be shown to others outside the Council. The process should be in a place where all may speak freely and words spoken without fear or favour.

    24. No Member may vote with the proxy vote of another. Each Member must be present to use his vote.

    25. The Council Members will at all times, present a face of unity to all. Disagreements or discussions between Council Members about Council business which show disunity are never to be held in public.

    26. The Council is to represent TMI as a whole, not personal views or ambitions. It is to advise, protect and guide Masque and her interests, including TMI and her slaves.

    27. All Members are expected to bring the concerns of TMI to be discussed, and add their thoughts in an honourable way. Any Keeper may bring a petition to the Council for its debate.

    28. Council Members are to be drawn from only those that have sworn to uphold the Laws of TMI. They are to be honourable, Gorean and served as a Keeper to TMI for a period not less than two months.

    Scribe's Duties. The Scribe is to record all discussions of the Council, and to make those logs available in the event of a dispute. He is to prepare for the next meeting a brief resume of the decisions of the former Meeting, together with any additions to the Laws. This needs only to be a few lines covering the main matters. The Scribe will act as Chairman during all Meetings. This being a thankless, but important job, he also serves as Leader of the Council when in debate, maintaining order, calling those to speak, and naming the proposals for vote.

    Ambassador's Duties. The Ambassador is to maintain a cordial rapport with the other channels, especially the other Gorean channels. In the event of a dispute with another House, the Ambassador is to make the initial contact. He is expected to visit other channels, and to be the face of TMI and Gor in other places. He is also expected to make contact with visitors to TMI, Gorean or not, to welcome them, if they are honourable, explaining something of our ways.

    Magistrate's Duties. The Magistrate is to interpret the Laws of Gor, TMI, the Council etc.  The Law Scrolls will be his domain, to keep them updated. In the event of an internal dispute, the rule of the Magistrate is final. If the dispute is of a serious nature, the Magistrate will bring his judgment to the Council, together with his legal interpretation for debate. Serious matters could result in the banishment or removal of a Keeper.

    First Sword's Duties. The duties of the First Sword is to see that TMI, its people and its values are protected from outside attack. The Warriors of TMI will be under his training, not only in the weapons of Gor, but also IRC defense. He will hold his own training classes and ensure all who require it are equipped with the proper scripts and knowledge to use them. He will be regularly tested by others in mock attack to test the reactions of those under him. He will however, be restricted to defense of TMI. No attack of another House may be undertaken without the Councils agreement. In the absence of the First Sword, the next available senior Warrior takes over his duties. The First Sword will advise the Council of this list for their records.

    Captain of the Guard's Duties.  It shall be his duty to oversee any outside aggressive acts judged appropriate by the Council. He will work very closely with First Sword, assisting one another in many ways. He shall have the more than 5 guardsmen who shall report to, and are under his authority. He is expected to assist the First Sword carries out his training duties by acting (with or without his men as an aggressor force where required.

    Master-at-Arms' Duties. Is the mailed fist of the Council. He is charged with escorting those called for by the Council to the Chamber, maintaining the security of the Chamber, e.g. key words etc. He is also responsible for keeping the rest of the council advised on any problems at the inn during a meeting, for this reason he is expected to remain in contact with the inn, in what ever way he deems most feasible. In the event of trouble in the inn during a meeting he is give leave interrupt without waiting for proper permission.

    Honor Guard's Duties. The Honor Guard is a sole Champion of Lady Masque, appointed by her, and answerable only to her. His duty is to defend her personal Honor, to protect her interests and to accompany her on her travels. It is the only office, which does not require a vote by the Council. The Honor Guard may join Council Meetings but has no vote and may only have voice when permitted by the Scribe. The Honor Guard is only restricted in matters of Honor with other Keepers or those under TMI protection. In such a case of dispute, or perceived insult, the Honor Guard cannot act alone and must look to the Council to settle this grievance. With outsiders, he may act as sees fit to defend His Lady within the confines of the Inn.

    Master Trainer's Duties. The Master Trainer is to ensure the kajirae are being schooled in the way of Gor. The First Girl will report directly to him. He will, however, respect the authority of Lady Masque on those kajirae she wishes to be treated gently. His main role will be to make sure the kajirae learn, and are not bogged down by long, unintelligible training classes. He will oversee the training, ensuring it is Gorean and effective. His decisions on training will be final and may only be over ruled by the direct intervention of Lady Masque.

Their loyalty, honour, reliability, and dedication are unquestioned. These are Gorean Men who serve unconditionally and voluntarily with the hope of making IRC Gor a better place for all of us.
