J. Edgar Hoover, FBI director 1924-72. One of the most powerful men in Washington during his time as director, he formed the FBI into what exists today. He was a sworn foe of communism, and was regarded as one of the nation's leading patriots, although he turned a blind eye to civil rights cases causes and violations of suspects.
