Annie Pendry

We first meet Annie Pendry and her son Josh in the first season episode Pilot Error. Harm and Meg are assigned to investigate the crash of her husband, Luke's Tomcat. Harm and Luke Pendry were roomates at flight school, and Luke remained one of Harm's closest friends. At the end of Pilot Error, it is proven that the crash was not Luke's fault. After her husband's death, Annie decides to leave California and take a new job in Baltimore. Annie shows up again in the second season episode Jinx. Harm, Mac and Bud are trying to prove that the squadron that her husband flew with was not Jinxed, even though they have been plagued by accidents and death. In Jinxed, Harm expresses some interest in Annie, but she feels that she's not ready for a relationship yet. Harm and Annie meet again in the third season episode Someone to Watch Over Annie. Their relationship was rocky from the start. Being the widow of a naval pilot, Annie does not want her son to be influenced by anyone in that type of life. She also was reluctant to be involved with another risk taker. Their relationship ends when Harm neglects to tell her that the ship he was
taking Josh sailing on was a Navy frigate and it gets taken over by terrorists (Tiger, Tiger).

Secretary of the Navy (SECNAV)
Paul Collins
The Secretary of the Navy was seen in the third season episodes "The Good of the Service", "People v. Rabb", "Defenseless", "With Intent to Die", "Tiger Tiger" and "To Russia With Love". He showed up in the fourth season episodes "Gypsy Eyes", "Embassy", "Act of Terror" "War Stories" and "Wilderness of Mirrors". In the episode "Yeah Baby" Chegwidden ask him to change Harm's designator so that he can return to flight status. He appeared in the fifth season episodes "Rules of Engagement", "The Return", "The Colonel's Wife" and "Contemptuous Words".
In "The Return" we learn that he has a son, and he and his son do not get along very well. Harm has to defend his son at a court martial.
In "Ghosts of Christmas Past" that he looks a lot like a war time photographer Mort Reese, aboard Harm, Sr's ship (This is because Paul Collins played both roles).
He appeared to apply pressure and protect the Navy’s image in two other fifth season episodes: “The Bridge at Kang So Ri” and “Surface Warfare.” SECNAV also played a part in the sixth season episodes “Florida Straits” and “A Separate Peace” (Parts 1 and 2).

Petty Officer Jason Tiner
Chuck Carrington
Tiner is the Admiral's yeoman. He is seen in the second season episodes "We the People", "Secrets", "Heroes", "Crossing the Line", "Ghosts" and "The Game of Go".
He showed up in the third season episodes "The Good of the Service", "Impact", "Defenseless", "Chains of Command", "The Stalker" and "Wedding Bell Blues". He also appeared in the fourth season episodes "Innocence", "People v. Mac", "Dungaree Justice", "Rivers' Run", "Shakedown", "Second Sight", "Wilderness of Mirrors", "Soul Searching", "Yeah Baby"and "Goodbyes".
The fifth season begins with Tiner in competition with Bud and the newly arrived Gunny Galindez to get the Admiral concert tickets (True Callings). He also appeared in the episodes "King of the Greenie Board", "The Return", "Front and Center", "Rogue", "The Colonel's Wife", "Contemptuous Words" and "Mishap".
In "Ghosts of Christmas Past: that he also looks a lot like Lt. Bond, who served with Harm's father on his ship (This is because Chuck Carrington played both roles)
Questions about Tiner’s personal life are raised when he is involved in an altercation, that the Gunny was also involved in, outside of a “gay” bar (People vs. Gunny). It turns out that the man Tiner was with was his half-brother, Edward, and that Gunny was not gay-bashing, but his friend Manny, who placed calls claiming Tiner was gay, had other intentions. Tiner and Gunny were able to forgive each other and come to terms over the incident.
We also find out that Tiner’s first name is Jason in “People vs. Gunny.”
Tiner also appeared in the other fifth season episodes “Cabin Pressure,” “Boomerang (Part 1),” “Drop Zone,” “The Witches of Gulfport,” “Overdue & Presumed Lost,” “Real Deal Seal,” “Body Talk,” and “Surface Warfare.”
In the sixth season, we find out that Tiner is considering going back to school (Flight Risk). He also appears in the episodes “Legacy (Part 1 & 2),” “JAG TV,” “The Princess and the Petty Officer,” “A Separate Peace (Part 1&2),” and “Family Secrets.

Clayton Webb
Steven Culp
Clayton Webb, the sometimes Special Assistant to State (who certainly has ties to the CIA), first appears in the second season opener, "We the People". In typical Webb fashion, his agenda regarding the theft of the Declaration of Independence in not clear. Webb's next appearance was trying to help Bud, Mac and Admiral Chegwidden, who are being held hostage by an escaped prisoner (Secrets). Webb reappears to reveal parts of the truth and obscure others three more times in the second season (Ghosts, Washington Holiday, The Game of Go) Webb was also captured and held hostage by drug lords in the episode "The Game of Go".
Webb first appeared in the third season episode "Ghost Ship". When Harm was arrested for the murder of an F.B.I. agent, Webb arranged for him to break out of jail and prove his innocence (The People vs. Rabb).
In season four, Webb showed up in Russia to investigate the report of Harm and Mac's death (Gypsy Eyes) and ends up on the receiving end of Admiral Chegwidden's anger. In the episode Embassy, Webb sends Harm and Mac to infiltrate a party at the Sudanese Embassy, but neglects to tell them about the true nature of their mission. So far, Webb has appeared in one more fourth season episode, The Black Jet.
Very little is known about Webb's private life. Webb's mother was briefly seen in the second season and appears to be a socialite. We find out later in the episode "Webb of Lies" that his mother was also is the information business.
Also in the fourth season, Webb and Chegwidden rescue Webb's mentor and Chegwidden's friend from Italian terrorists (Soul Searching).
In the fifth season, Webb shows up in Australia with a different beautiful woman, speaking a different language at each encounter (Boomerang Part 1 & 2). The real reason he was in Australia is never revealed. Webb also appeared in the fifth season episodes “The Bridge at Kang So Ri” and “Surface Warfare.”
In the sixth season, Webb appears to help Harm’s newly discovered half-brother in Russia (Legacy 1 & 2) and try to prevent the assassination of the Russian president. He also gives Harm the information, with a little convincing by Bobbi Latham, that he need to prove the CAG did not murder innocent civilians in a massacre in Vietnam (A Separate Peace Part 1 & 2). Webb also appeared in the sixth season episode “Family Secrets” to tell Harm that his brother was missing and later found.
