Born on September 5, 1929 in Olomouc,
married, two children. Originally an electrician by trade, Mr.Cisar completed a course of university studies and began his career at the Prague School of Economics where he specialized in problems of pricing. In 1970 he was forced to leave the school for political reasons. During the 1970-1989 period he found employment, successively, in the Institute of Civil Engineering Economics, the Prague Institute for Development and Architecture, and the Institute of State Administration. Rehabilitated in 1990, Mr.Cisar returned to the Prague School of Economics where he remained until 1997 after promotion to the rank of full professor in 1991. After leaving the Prague School of Economics, he lectured in the Faculty of Economics of the West Bohemian University in Plzen. Mr. Cisar was a Communist Party member until 1970. Since 1994, he has been a member of the CSSD, Chairman of its Central Housing Commission, and spokesman for the housing sector. In 1990 he served as Deputy to the Prague Municipal National Committee. He is the founding member and the first Chairman of the Czech Society for the Advancement of Housing. |
