Because most of the characters I have GMed have been fighter pilots, I prefer to send the players through training acadamy, with simulators up and running most of the time. I give them very tough missions and generally dont let them win in the early stages, but later on I let them win so it seems like their characters are making progress. I also give them a few easy but "real" life missions (real to their characters, as in not simulator driven) to make life more exciting. When they graduate from the acadamy they are level 2 and very ready to take on real missions. This system has always worked out really great and there is even a sourcebook for it called the RDF Accelerated Training Program with guidelines for exercises. Even if you dont want to send your players through the acadamy, at least buy this book for the adventure potential. It is a giant collection of random tables and ideas for exciting adventures, and my players have unknowingly played out their training missions later on with more enemies without ever realizing it! Great book, great game too.
