Principle one: If Japan seems to be acting passively when it comes to the Pacific, attack Germany first using bombers, fighters, and whatever you can carry using transports. This alleviates some stress on Karelia, allowing the U.S.S.R. to put some more units on the Eastern front.

Principle two: One cannot depend on technology as much as I'd earlier posted. I meant for the message to get across that you should get technology when you have the chance to. You cannot sacrifice much needed armor that WILL get the job done for a risk that more than likely will not. If you have surplus from what you need, take the tech roll.

Principle three: If Japan is actively building up the IJN, then put the bulk of the USAAF in position to stage a counter-attack should they decide to make the first move.
