Much to my surprise Flatlander contains a number of very Cyberpunk ideas. I thought some might be interesting to share. I'll add to this over time.

ARM (The Amalgamated Regional Militia)
ARM is the police wing of the UN. Its mandate is simple, it covers Organ Legging and Violation of the Fertility Laws.

ARM was formed long before the troubles came that lead to a complete change in the world order. They where given official powers by the UN and came to form their own police force. ARM is able to function in any part of Human Space.

The Fertility Laws
Earth is over crowded, the population has continued to expand and the creation of colony worlds has not controlled the growth. As a result birth has become a state regulated function. The laws are strict, violation of them is an Organ Bank offense. Couples in legal contracted marriages are eligible to petition for birthrights. However both parents are screened quite thoroughly. Any defect and birth rites can be denied. In fact it has become almost a selling point to have open birthrights, making that person more desirable. Those with genetic based defects are denied birth rights entirely, but some few with worthwhile contributions are allowed unlimited birthrights. Carlos Wu from Crashlander is one such, one of 200 on all of Earth, with its multi-billion population. A mathematical genius blessed with greater than average resistance to injury, he was granted unlimited birthrights at age 18.

The Freezers
In the late 21st century the science of cryogenics was perfected. Large numbers of both wealthy patients and the disenchanted youth where frozen to await a new and brighter future. Most still await defrosting.

The Organ Banks
Large populations mean lots of possible medical patients. There is no transgenics or nanotech (well not true entirely, but nanotech is frightening expensive and very rare) on the Earth of Known Space. All organs must come from human donors. At first those convicted of felonies and facing death sentences where made available to the organ banks. But increasing demand and an aging political base soon passed laws allowing the lesser crimes one by one to be made organ bank offenses (as a result earth is virtually crime free). And still it wasn't enough. The First Freezer Bill was passed. A large portion of the corpsicles as they where called in the media where made up of poor youths unwilling to live in their 21st century world. Unskilled and unable to afford life in the current age they where considered expendable, why should modern society pay for those who couldn't work to live in their own age. With the freezer bill they where all consigned to the organ banks. So far the second bill has been blocked, one designed to claim the bodies of those rich enough to survive the modern age.

Organ Legging
One of the less wholesome crimes, very much and organ bank offense. Organ leggers kidnap and "break up" innocent victims that meat certain health requirements. They are funded by the older wealthy elite who can't wait for new parts legally or have been declared unsavable. Organ Leggers face their own trade as punishment and its a risky venture to begin with. But at at least a million per body its also quite profitable.
