Lord Markham, who gave you that fine castle just to get it off his hands, will hot hurt you unless you dare to pass his guards. You complete one quest by delivering a message to him - safe enough - but to complete the Rogue promotion quest, you must cross his guards to steel the vase.

Mercenary Guild
When you visit the Mercenary Guild you are in no danger unless you pass the guards. If you receive the "collect a debt" event in Harmondale, you will travel here to speak with the leaders of the guild. They want you to steal a tapestry from your allies. If you do not, Goblins will attack Harmondale. The Heart of the Forest quest item needed for the Ranger Lord promotion is found here, well guarded by bandits, archers, and Champions of the Sword.
