PHYSICAL DESCRIPTION: Victor no longer wears his glasses, though his vision is 20/40 without them. He is not unattractive, but would have to be considered of average appearance. Victor has a prominent nose and strong facial features. He keeps clean shaved and a close haircut (military flat top), and has a certain proud bearing to his posture. On his left shoulder is a tattoo of two crossed flintlock pistols, symbol of the Military Police. He has no other distinguishing marks. His regimen of physical exercise has netted him significant benefits over the past year, and he is quite healthy.
CLOTHING: Victor dresses according to the situation, but his clothing is always neat... even on "Sewer Duty". Around the office, expect charcoal suits with sapphire accents in the suspenders (which he prefers to belts) and tie. Away from the office, Vic tends to wear jeans, dress boots, and expensive shirts unless heís working around the apartment, then the clothing becomes a little more rough and casual. When heís in the field, he will often produce some piece of military clothing perfect for the situation.
HABITS: Drives faster than posted limits. Jogs three miles every morning (always same route and time), followed by upper body and abdominal workouts. Tends to accentuate speech with gestures. Assumes a position of military ìat-easeî when distressed or upset. Drinks Pepsi almost constantly while in the office.
HOBBIES: : Likes science fiction movies and books, and anything dealing with UFOs. Has a collection of various knifes and swords, but has stopped acquiring any additional items. An expert on animated shows and films. Spends about an hour a day on his PC, but this is usually for financial management, answering Email, and checking his schedule. Enjoys cooking, and is quite good at traditional and ethnic dishes, but doesnít like cooking for one so does "quick and dirty" meals.

INTELLIGENCE: Very High, but downplays this almost constantly. Appears Average.
CHARISMA: Vic has a down-to-earth attitude with an easygoing humor, and can make people comfortable quickly. However, he has shown that he can become an emotional void, coldly performing actions far beyond what could be considered moral. He is a trained leader, and rather good at it, but this seems subdued since he has joined OPI. A professional attitude (peppered with humor) prevails at work, but this reverses itself almost as soon as he steps outside the office.
MANNERISMS: Cracks jokes and generally lightens the mood of the room. Is ready to jump in and act as peacemaker in tense situations. In uniform, is quiet, thoughtful, extremely observant, and coldly agressive.
NATURE: Relaxed, easy-going and friendly. Vic can be serious, and often is, but this is tempered with a sense of humor. When the humor isn't there, it's time to be afraid.
DEMEANOR: Vic admittedly lives by the Boy Scout Law: trustworthy, loyal, helpful, friendly, courteous, kind, etc. Since joining OPI, he seems much more relaxed, and seems to have a disdain for committing violent acts.
PERCEPTION: He generally uses logical thinking and deduction rather than impressions, but his new-found and acute powers of observation make him quick to notice the unusual or the out of place.
WIT: Slightly dry sense of humor, but funny. Brilliant strategist and quick-acting mind help him everywhere but verbal sparring, where he seems at a loss.
COMMON SENSE: Decent with occasional lapses, but backed with his excellent perceptions and rapid wit, Vic is able to work himself (or others) out of situations where his common sense has failed.
MENTAL CHARACTERISTICS: Vic is calm and even-tempered, and very dependable. He is also extraordinarily non-violent for a law enforcement agent. If a situation escalates to a level he refers to as ìwartimeî, he allows the training he has been through to take over. There is only survival and accomplishment of the mission in this mind set, and even friends and family would be hard-pressed to sway him.
MORAL CHARACTERISTICS: Will stand up for what is right, regardless of the consequences. Has great difficulty outright lying, but can immerse himself in an act or ploy. Assists and protects friends and coworkers whether they need it or not. Will restrain (quite effectively) combative or aggressive persons rather than attempt to harm them. In "wartime", Vic seems to be emotionless and cold, though afterwards he returns to normal, even being slightly depressed and disgusted with himself for a while.
BELIEFS: Vic is a skeptical believer in the paranormal. While he believes UFOs do exist, he has several sound theories on what they really are. Spiritual or supernatural phenomena are less easily explained, and therefore are viewed with more skepticism. Though raised Catholic, Vic is no longer involved in the church. Vic is convinced of the existance of a "dark government", but cannot (or will not) explain why.
TRADITIONS: Every year in late August, Vic returns to Wisconsin with his sister to visit his mother's grave. He gets a collect call from his sister weekly, and spends most "family" holidays with her.

Victor Maxiss was born in Madison, WI on June 11th, 1968. His father, Vincent, was a fairly successful real estate agent, and his mom, Elsa, stayed at home until Victor started grammar school. Both parents were close to their son, and life was pretty good. In 1976, Victor's sister Courtney was born, and he was always her big brother, her protector, her confidant. After years of keeping their marital problems quiet, Vincent and Elsa filed for divorce in 1984, and family life turned rough. Mom went to work to support the kids, and Victor's chances of college now depended on scholarships since the divorce destroyed the family savings. Victor studied just hard enough to make the honor roll each semester, and graduated from high school in 1986. The only scholarship he got was a "free ride" with Army ROTC at UCLA, so he took it.
Victor coasted through both ROTC and college classes while majoring in Physics and Mathematics. With degree in hand in 1990, the Army sent Victor to Fort Benning, GA and taught Lieutenant Maxiss how to jump from a perfectly good airplane. Then on to Fort McClellan, Alabama where he completed Military Police and Criminal Investigation Division (CID) training, and was assigned as an investigator at Fort McClellan. Victor's military career was well on its way.
Then, on August 22nd 1992, Victor's life was turned upside down. Mom was dead, and Dad was in custody for her murder. With a 16 year old sister to take care of, the Army had no choice but to discharge Victor and send him home. Victor got a job as a Highway Patrol dispatcher until Courtney finished school, then went to Quantico to become an FBI Agent in 1995.
He was assigned to the X-Files Division directly out of Quantico for reasons unknown. Though he was fairly new to the FBI, his military and civilian law enforcement background compensated for this quite nicely. After several assignments, Vic became an integral part of the Division, working nearly every case the offices got their hands on.
He was reassigned as Special Agent in Charge, X Files Division, Special Operations in November 1995, and participated in several dangerous cases where his military training was called upon (Night Stalkers, Agent Killers).
In July 1996, the entire X-Files Division (including Special Operations) was closed. Vic got his military officer's commission back, though only as a Reservist. With his options for employment running out, Vic joined a United Nations-sponsored investigative group in August 1996. Shortly thereafter, he was ordered to military training in the South, and only recently returned to find that the Department of Justice had a position waiting for him in the newly-established Office of Paranormal Investigation.
JUNE 1990: Graduates from ROTC and begins Officer's Basic Course training.
JANUARY 1991: Assigned to Army Criminal Investigation Division Command at Ft. McClellan, AL as a Second Lieutenant.
AUGUST 1992: Released from active duty under hardship discharge. Later is employed as radio dispatcher for the Wisconsin Highway Patrol.
FEBRUARY 1995: Joins Federal Bureau of Investigation and enters the Academy at Quantico.
AUGUST 1995: Assigned to X Files Division immediately after graduation.
SEPTEMBER 1995: Injured while attempting to restrain an apparent lycanthrope.Since joining the division, has participated in an unusually high numberof assignments.
NOVEMBER 1995: Selected as joint Special Agent in Charge of X Files Division, Special Operations.
DECEMBER 1995: Declared Missing In Action while assigned to (deleted).
JANUARY 1996: Returns, and after complete physical and mental re-evaluation, is returned to duty, unable or unwilling to explain his absence.
JUNE 1996: Involved in shooting incident revolving around Alan Berston, a dead FBI agent responsible for the deaths of six other agents. Berston escapes.
JULY 1996: Dismissed from Federal Bureau of Investigation. Reduction in force due to budget cuts cited as reason for dismissal.
AUGUST 1996: Joins OPI Bureau, a DOJ-sponsored investigative unit. AUGUST 1996: Joins a UN-sponsored investigative unit.
SEPTEMBER 1996: Ordered to active duty for additional training as part of his military obligation.
NOVEMBER 1996: Returns from military training as a First Lieutenant and accepts position with OPI.
CURRENT LIFESTYLE: Vic seems to have just a bit more money than is normal for his position, which he attributes to his pay as a reservist. He drives a forest green '94 Pontiac Gran Prix GT, nicely loaded. He is a former Eagle Scout, and once a week was an Assistant Scoutmaster for Troop 73 in Arlington. Now that he has returned to the area, he intends to re-join ìhisî boys. On his dismissal from the excepted service of the FBI, Vic appealed to the Army and had his officer commision reinstated. While he was expecting to serve as a reserve Criminal Investigation Division officer, he was instead ordered to Special Operations training. He is still a reservist, but can be called away to duty for several days, or even a couple of weeks, on extremely short notice. While OPI is part of the excepted service, neither the Army or the DOJ seems to want to stress this fact.
