Today it still rains. It has been raining on and off since morning. I feel bad.
An article of Nature by a faculty member of our university. The managing staff of our university fell in a rage. An officer of Administration Bureau went to Maruzen Book Store immediately. We cannot obtain a Nature. Internet. A homepage of Nature. I registered. I watched the contents of the issue. However it did not contain the article.
What is the true character of the article?

"The personnel of faculty members in Japan may lock out foreigners."

It is frequently said. However, is it true? The number of foreigners increases in our university as I wrote here. The number of foreign faculty members also increases. Do we lock out foreigners? It is true that the number of foreigners in our university is less than that in University of Tokyo and Tsukuba but that in our university do not reach the top. Now increasing. The managing staff of our university are rather troubled with the administration of foreigners because of the following things.

1. The researchers of our university want to aid Cambodia on medical education and adjustment of legislation. Therefore a voyage of the President to Cambodia was planned to make an agreement for academic exchange and cooperation. However a political change happened there thereafter.
   (Comments: Thereafter our president went to Cambodia. Thank you very much.)
2. An official VIP from a government in Southeast Asia came to Japan and visited our university. However his government got in touch with all the students from his country at the national expense without giving our university a notice. Then a lot of people from his country supporting his military government with no relation to our university came to our university and occupied a meeting room of the administration bureau of our university for a while.
3. A professor who was a Taiwanese and who was naturalized as a Japanese planned a voyage to participate in a political show in North Korea. In this case, we must explain the voyage to Ministry of Foreign Affairs because the professor is a Japanese and government official. An official of Ministry of Foreign Affairs got angry because his former name was used in the explanatory note.

These happened simultaneously and this office is in a whirl of business. Aoshi Shinomori and Soujirou Seta were defeated and thrown by Mr. Kenshin Himura because Kenshin drew his sword with a reverse edge using the secret of the Hiten Mitsurugi Ryu fencing art called the Flash of Dragon Soaring to the Sky (Japanese word: Ama Kakeru Ryu No Hirameki). However, we Japanese cannot utilize the secret of Kendo fencing art to troublesome foreigners because we have been defeated in World War II. These are still diplomatic issues.
Today I feel sick indeed.
