Ogata Megumi was born on June 6, 1965 in Tokyo. She made her debut as Kurama in Yuuyuu Hakusho. She was young Keiichi in Aa Megami-sama, Yukito in Card Captor Sakura, Shinji in Evangelion, Eagle in Rayearth, and Hayama Akito in the Kodomo no Omocha OVA! She also does the voices for Petz, lil' Mamoru in the R Movie, and the cardian Vampiru in Sailor Moon. She's released bunches of CDs and she sings "I Want To Be the Wind" for Sailor Moon ^_^

Haruka's family is unknown. She spends so much time with Michiru, though, that one might consider the green-haired one her family. It is implied that they live together. In the manga, Haruka takes on the role of Hotaru's 'father' after Professor Tomoe dies.
Personality:
Haruka tends to be on the more masculine side and is often mistaken for a boy. She loves sports and uses them as a way to escape, to bring her closer to the wind. She's an exceptional runner, but she loves racing the most. She's often discriminated against for being a woman racer, but she doesn't let her hold her back. In the manga, she often accompanies Michiru on the violin with the piano. Haruka is not the most sociable person and would rather spend time with her cars (very cool ones I might add) or her motorcycle. When she is around people, she is often very flirty. The girl can be down right mischievous for someone so mature. She's incredibly powerful as a senshi, but refuses to work with anyone but the other outers. She is often rude and curt towards offerings of friendship from the inner senshi, but she obviously does care about them. Haruka's the type who would sacrifice anything for her mission (including killing herself, which she -has- done…) and she won't let anything or anyone stand in her way.
Relationships:
Haruka is closest to Michiru. In the anime they are not in a relationship but they are much closer than friends, or even sisters. Watch episode 106 and you can get a good idea of what I'm talking about. Just don't watch it in the dub. I cried. But as I was saying, the two are rarely seen apart and must work together to complete their mission.
Haruka and Setsuna seem to get on fine, as they share a common purpose, but Setsuna isn't in the series often enough to see much more of a friendship develop between the two.
Besides that, Haruka basically hates all senshi.
Though in civilian ID she takes a certain fondness to the inner senshi, she looks to them as a nuisance in senshi form. But slowly, they begin to grow on her, especially when their identities are revealed. She holds an especial fondness for Usagi. Makoto really looks up to her as a role model. When they first met, Minako thought she was a boy and developed a crush on her (as did Usagi), and was crushed to find out Haruka was a girl, but she looks up to her more, like Makoto does, after this revelation. Haruka seems to accept Ami for her intelligence (something the inner senshi often lack). She also seems to like Rei.
Haruka is sure to inform Chibi Moon that she is too young to fight, but she seems hold a secret affection for the girl and tries to look out for her well-being.
Mamoru is the only of the group that Haruka seems to actually respect.
As for the Star Lights… Haruka isn't overly fond of them (despite the fact that they were basically behaving the way she and Neptune did at first).
Despite the fact that Haruka tries to come off as cold towards the others, it is obvious that she harbors secret affections for them.
