Halley is a powerful Sailor.  He is the outermost sailor (sort of), as he is the sailor of the 

comet Halley.  Pluto taught him limited use of time, which grants him three abilities.   

One is the ability to fly (while he has his staff). He is also immortal for all intents and 

purposes.  The third is limited prescience (he can usually tell the outcome of a given 

situation, and sometimes perfectly in detail).  This foreknowledge causes him to seem a 

little detached, but he is a very charismatic individual, though he seems to follow his own 

agenda at times.  He does take responsibility for his actions, and those who hurt those few 

he cares about do so at extreme risk. Halley carries a seven-foot Comet Staff, given to 

him by Pluto,  that channels his attacks and can be also used as a weapon.  His attacks are 

based on fire, ice, and time, specifically the comet Halley’s 75-year cycle.



Fire and Ice Generation Launch: This attack is Halley’s usual attack.  It causes streams of 

fire and ice to emanate from the head of the Comet Staff in the direction of the target it is 

pointed at.



Time Scoop: Creates a time field around the target which ages the target 75 years, 

resulting in death from extreme age.  This attack works on Moon People as well (it 

defeats their ability not to age).  Does not work on certain beings who are known to be 

almost immortal or are artificially prevented from aging.  The attack is performed by 

spinning the Comet Staff around and slamming the bottom end into the ground.

 

Reversal Bomb: Accomplished by spinning the Comet Staff as above and striking the 

head straight down on the ground.  The time field created by this attack causes the target 

to age in reverse, with the result that they die by becoming nonexistent.  The same 

limitations as the Time Scoop apply.



Armageddon Blast: Sailor Halley’s special, final, attack.  Its use will “kill”  him.  Due to 

his limited prescience, he knows this day is approaching. The when and where still eludes 

him, however…



Halley’s transformation is “Halley Comet Power!” 

Halley’s Sailor garb consists of: a black headband with two blazing comets and the kanji 

for comet in the center, a black shirt (with collar), black pants, black leather military 

officer’s boots, and a dark green trenchcoat.  This trenchcoat is one of his most prized 

possessions.  There is a gold rose pin on the lapel.



In his regular state, Mark is a brilliant student of languages, and speaks quite a few, 

including Japanese, English, German, and Spanish with varying degrees of fluency.  His 

math, however, is not as good.  He gets C’s in Calculus.  He wants to be an engineer, but 

his language and story writing aptitude demonstrate to many that he should be an author 

instead.  He is also a skilled guitarist.  None of his Sailor powers are active as such, but 

his limited prescience allows him insights that he passes off as a “lucky guess” or a 

“hunch”.  Girls are always going after him, because he is very engaging, but his aloofness 

requires a little effort on their part to get to know him first.  He also knows he has a duty 

to perform, but of its exact nature he is not quite sure.  His dreams have not been very 

revealing of his fate.
