Top of the Pops: Another decade, another trend ignited by Cher. Eiffel 65, an Italian trio, has exploited the voice-altering "vocoder" technique popularized by the diva's 1999 hit "Believe." Their infectious "Blue (Da Ba Dee)," currently inescapable on popular radio, features a robotic voice reciting dance-floor-friendly lyrics. Electronica without the fussy intellectual pretentions, the band's "Europop" CD has sold 2.4 million copies in the States--after just one single. Guess they've got you, babe.

Eiffel 65 "Blue (Da Ba Dee)" (Republic/Universal) Thankfully, this synthetic dance-pop ditty--from the Italian trio's radio-ready Europop debut--clocks in at under four minutes. At that brisk pace, "Blue"--and it's brain-burrowing "Da Ba Dee" hook--is a fleeting, feel-good foot-tapper. But given the choice, discerning road-trippers will opt for a full round of "99 Bottles of Beer on the Wall" over a "Blue" threepeat. B-
