Celia is very mysterious. She has a close relationship with Rini and the Outer Scouts, but doesn't have many other friends. She spends her entire life guarding the time lanes, so she is used to being alone (even if she doesn't like it). As Sailor Pluto, she acts as the guardian of time. She knows almost everything going on. If she does appear to the Sailor Scouts, there is a huge warp in the time lanes.
