This is Washuu Hakubi. She is one of the three Goddesses in the Tenchiverse. It seems that Washuu entered the lower dimension of her own free will for reasons still unclear, but her memory relating to being a goddess was completely blocked. Of the Godesses, (Tsunami, Washuu, and Tokimi) Washuu is the most, outgoing and energetic. Tsunami is gentle and quiet, and there's really no information on Tokimi.

She created Ryoko by combining her egg cells with a malleable creature called the Mass, and created Ryo-Ohki in a similar manner. She claims to be the Top Scientific Genius in the Universe, and so far no one has been able to prove her wrong.
