Bowmamville Mens Basketball league

FOUNDED In 1955

 CONSTITUTION                  (Revised January 2002)

 ARTICLE 1- NAME:

The name of the League shall be the Bowmanville Mens Basketball League. (Thereafter referred to as the BMBL), a non- profit organization located on the Municipality of Clarington.

ARTICLE 2- OBJECTIVES

a)   To promote, foster and develop the game of basketball, in a spirit of good sportsmanship, fun and fair play.

b)   To have teams of the league as competitive as possible. Achieve and maintain parity among all teams.

 

ARTICLE 3- MEMBERSHIP

a)   Membership shall be open to all individuals having reached the age of nineteen years old or older.

b)   Membership fees shall be established at the Annual Officers meeting based on calculation of operational costs.

c)   Only members from the previous season, those in good standing, shall be given consideration and privilege for not more than two weeks commencing the first week of scrimmage, which corresponds with the current calendar school year. Previous years' members must pay league fees in full no later than 8:00 p.m. of the second scrimmage week to maintain their membership status.

d)   The treasurer will not accept post-dated checks.

e)   All new applicants will be subject to new player pool and draft process.

f)     New applicants must have their league fees paid in full and have signed a waiver form to be eligible for the new player pool and the draft process. Unsuccessful applicants will have their fees refunded in full.

 g) All new applicants will be subject to probationary period for not less than two years for evaluation                              and consideration for permanent membership status. (May 2001)

h) The officers of the league shall be empowered to terminate and cancel any players membership for just cause. Such cause shall include, but not be limited to: contravention of any of the article(s) of the Constitution and conduct tending to bring the League into dispute. Any individual considered to be guilty of an offense, misconduct, covered by this article shall be afforded the opportunity to appear before the Officers of the League to show just cause why membership should not be canceled. The officers of the league may, at their discretion, declare the fees or any portion thereof, posted by an individual to be forfeited.

 

i) Members must commit to and attend a minimum of 7 of the first fifteen regularly scheduled league games. Failure to do so, without just cause, will result in player replacement from the current new player pool waiting list, at the discretion of the officers of the league.

 

    ARTICLE 4 VOTING RIGHTS

a)   Membership may voice and vote at the Annual General meeting (A.G.M.) to be held in May, during the exclusive annual members banquet.

b)   Proxy voting will not be permitted.

c)   The president of the league shall have casting vote in the case of a tie.

   ARTICLE 5- THE OFFICIERS (EXECUTIVE)

a)   The officers of the League shall be given full power to manage and control the affairs of the league.

b)   The officers of the League shall be the President, Vice-president, and Treasurer.

c)   In the event that the Officers of the League cannot be found, than active members of the BMBL, will be allowed to participate in the aforementioned positions.

d)   All officers shall be elected for period of one year at the AGM.

e)   The elections of the officers of the League shall be by declared vote, a simple majority of votes cast to elect.

f)     Vacancy: Should a vacancy occur with the officers of the League during their term of office, they shall have the power to appoint another member to this position, terminating at the next AGM.

g)   The officers of the League may appoint special officers. The officers of the League shall determine the duties and responsibilities.

h)   Any officers of the League absent without just cause for three concurrent meetings shall be subject for dismissal.

 ARTICLE 6-DUTIES OF THE OFFICIERS OF THE LEAGUE

  The President shall:

a)   Be the Chief executive officer of the league.

b)   Preside at all meetings of the league.

c) Act as a spokesman for the League at all times, unless he delegates such responsibilities.

d)   Appoint referees for all games played in the league. The referees shall be appointed from the referees of the OBA, in accordance with their grade, currently the Durham Board of Approved Basketball Officials.

e)   Address difficulties and issues, which may arise with officiating in the League.

  The Vice-president shall:

a)   Be the senior officer of the league next to the president.

b)   Preside at all meetings of the League in absence of the President.

c)   Prepare schedules for all League and playoff games.

d)   Keep official League and play off statistics

  The treasurer shall:

a)   Keep full and accurate account of receipts and disbursements in books belonging to the League and shall deposit all moneys and other valuables in the name of, and to the credit of the League in such depositories as may be designed by the officers of the league.

b)   Pay all accounts.

c)   Prepare financial statements, which shall be submitted at the AGM.

d)   Be the custodian of the deposit and receipt of the League and shall be required to produce such books, properly balanced, at all times, at all meetings of the League.

 THE OFFICIERS OF THE LEAGUE SHALL:

Have the power to make rules, regulations and arrangements as to the matters of business so far as it is not herein expressively provided for.

 ATICLE 7- AUDITORS:

Auditors may be appointed annually at the AGM to audit the books of the League for the ensuing year.

ARTICLE 8-COMMITTEES:

Tournament: It shall no longer be the responsibilities of Officers of the league to organize and execute the annual BMBL invitational tournament as ratified by membership vote at the Annual AGM 2001. The tournament may be organized and executed by a member in good standing, in association with the BMBL and if so deemed necessary by the membership at each AGM.

a) Captaining: (Captains should be role models and respected members in good standing) It shall be the duty of this committee to improve the skill level of their respective team by organizing members.

b) It shall be the duty of this committee to promote, foster, good sportsmanship, team parity and fair play.

c) It shall be the duty of this committee to select the individual award, from nominations presented by the officers of the League.

Responsibilities: Captains:

a)   Attend all pre -season scrimmages to evaluate new perspective members.

b)   Attend team draft and team selection night, usually the third week of scrimmage.

c)   Captains also attend trade night on week ten to equalize and balance the teams of the league in accordance with article 2 of the Constitution.

d)   Only Captains are to address any issues or disputes arising between players and referees during league play. Unresolved issues should be brought to the attention of the executive. Technical Fouls: 2 Ts is automatic ejection and one game suspension. If a player is ejected a second time, the suspension will be for 2 games and so on. Any act of violent physical acting out behavior or assault toward another person will result in minimum suspension from the league for one year.

e)   e) Collect all player jerseys at the end of playoff schedule.

   The League executive may constitute such other committees as necessary to insure the efficient administration of its affairs.

The AGM is held in May and all members are encouraged to attend.
