For the development of each society it is essential to have vision and mission and pursue short-term and long-term goals toward the accomplishments their missions and visions.  The accomplishment of the goals will certainly assist in further enhancement and development of the society.  

 

The achievement of the goals of the Society of Afghan Engineers require teamwork and active participation of volunteers, including members of the executive committee, board of directors, permanent and ad hoc committees, local chapters,  individual members, and organizational members. It is the management responsibility to work as team leader in the accomplishment of the established goals.

 

The following list includes the items that may be considered as short-term and long-term goals for next few years.  The selection of the items for each of the forthcoming years depends on the number of volunteers that will be willing to work on their accomplishments. It is the role of the management to involve more volunteers.

 

A.   Short-term goals

           

1.     Invitation of more architects, engineers, engineering technicians, construction inspectors, contactors, sponsors, professors, students, and other professionals and respected technical experts to join the Society membership.

2.      Renewal and updating of current membership list, their current membership contact information, including physical address, phone number, and e-mail address.

3.     Collection of annual membership fees.

4.     Modification of bylaws (see Annex for update).

5.     Updating of the website

6.     Publication of newsletter and journal

7.     The Board of Directors meetings should be chaired by Chairman of the Board and the Executive Committee will report to and be responsible to the Board of Directors.

8.     Perform self-evaluation the accomplishments of the Society every year.

(3)           Seminars, workshops, and symposiums

(4)           Newsletter

(7)           Projects contract administration

(8)          Capacity building

B.   long-term goals

 

1.     Planning for establishment of office space, telephone, fax machine, computer, printer, file cabinets, restrooms for the Society headquarter.

2.     Development of Local Chapters.

3.     Assist Society individual members, when they need jobs.

4.     Promote member companies in finding jobs or when they need professionals to work for them.

5.     Forming of permanent and ad hoc committees, including the following;

(3)            Organizational membership

(4)            Chapter enhancement activity

(5)            Student scholarship

(6)            Awards

ANNEX

 

UPDATE ON MODIFICATION OF BYLAWS

Background:  

 

The current version of the bylaws has been approved in 1993 and since that time the document has been modified by a few amendments.   Although the document has adequately addressed the needs of the Society during its initial implementations, but, still there are a few issues, which have not been addressed.  For example, questions are raised regarding the election process, duration of the services of each officer, timing, and their implementation dates, etc.

 

 The Board of Directors realized the need for complete modification or rewrite of the document to address the necessary information items that are missing in the current version of the document. The writing of the document, its implementation, and further modification will certainly result in the evolvement of the document.

 

The Board of Directors assigned, Ghulam Mujtaba, the author of this report to prepare the modification of the document. Ghulam Mujtaba originated the rewrite of the bylaws and submitted the document to Board of Directors and other interested members for their reviews. Board of Directors reviewed the document and provided comments and suggestions. Similarly, the President sent the document to the members of the Society and also it was presented during the annual membership meeting of 2005 in California.  The comments of the Board and general membership have been incorporated in the modified version of the bylaws. The modified version of the document needs to be sent to the members for final review and further approval process. 

 

Highlights of Modified Bylaws:

 

The following are the highlights of the changes in the modified version of the document:

 

1.     The purpose Section of the document has been expanded by addition of a few other items, including capacity building, promotion of Afghan local construction products, translation or preparation of codes and standards.

2.     The membership types have been expanded to include organizational and individual membership. The organizational memberships are for companies that are members of the Society.  The individual membership have been divided into, professional, associate, student, senior, affiliate, and honorary. Each one of them has been defined. The intent is to attract more participation. 

3.     The certificate of membership will be issued to each member.

4.     The Chairman and Board members are elected by general membership

5.     The president is elected by the Board members from membership.

6.     Board members are 10 members, including 6 Directors, chairperson, 2 vice Chairpersons, and one last chairperson.

7.     The society will have a manger, which will be employed and paid.

8.     The dates of election and start of the assignments are addressed.

9.     There are a lot of other changes, which have addressed missing items in the current version.
