Experience in Afghanistan:

 

Helmand and Arghandab Valley Authority, Irrigation Project, 1968-1978

 

Acting Head of Technical Department; Director General of Operation and Maintenance; General Director of Planning; Office Engineer; Design Engineer:

 

Comprehensive project involvement in all technical activities associated with design, construction, operation, and maintenance of 130,000 hectares of land.  Two large

reservoirs (Kajakee Dam in Helmand province and Arghandab Dam in Khandahar Province); control and maintenance of irrigation water for Khandar, Nemrose and Helmand Provinces.

 

Water and Power Company (WAPECA) of Afghanistan, 1978 -1983

 

Working as Engineering Consultant responsible for Preparing, conducting and evaluating feasibility studies for land development and water resource projects.

 

Ministry of Irrigation and Water Resources, Kabul, Afghanistan, 1983- 1986

 

Director of Technical Evaluations: Reviewed and generated technical comments for construction plans designing land development and water resource projects.

 

Experience in USA:

 

Prince William County, Virginia, 1989 -1995

 

Department of Public Works, Engineer II: Reviewed site plans, drainage plans and

Erosion and Sediment Control plans; prepared construction specifications and cost estimates for

roadway design inclusive of  relevant structures.

 

Loudoun County, Virginia, 1995-Present

 

Department of Building and Development Project Manager: Reviewed site development plans, drainage plans, roadway and related construction plans.

 

 

Society of Afghan Engineers  (SAE),1993- Present

 

Founding member of SAE in 1993.

President of the Society one year term, 1997.

 

Following collapse of the Taleban regeim in Afghanistan, I have been a part of three trips to Kabul Afghanistan in support of the SAE activities as follow:

 

1.     2001, Participated in the restoration of the Helmand project with Mr. Malik Mortaza.  My duties included preparation of a report regarding rehabilitation of irrigation networks and drainage system in the Helmand  project.

 

2.     2005, Presented Privatization of Irrigation Water in Afghanistan at the SAE conference at Kabul University, Afghanistan.

 

3.     2007, Conducted capacity building training classes at the School of Engineering at Kabul University, Afghanistan.

 

I am looking forward for the opportunity once again serve at the SAE Board of Directors and to take an active part in the reconstruction of our homeland in Afghanistan.  To achieve that goal I am seeking your support as a candidate for the Board of Directors of the Society of Afghan Engineers. I offer a strong background experience in all aspects of Afghan life in Afghanistan and the USA.  I will be an active advocate for construction of Afghanistan.
