 Uranus & Neptune are the most
"famous" outer senshi that we know. Saturn & Pluto are
sometimes left out.
Setsuna: She's the solitary guardian of the time gate. What can we say? She became more open after she met the Inner Senshi, and we can even see her blush in Sailor Stars. Thought, it seems there is no guy in her life. Though, maybe King Endymion is her secret love (in MANGA!)

Hotaru: Hotaru is just one little girl
who wants friends and a normal life. The closest time we have seen she
has a crush could be this marathon runner that had once been weak as her, and
so, she felt a bit identified with him. She's one of the characters to
which lovelife has been of the less importance.
