Super Soldier Program

S.N.A.I.L. has not been very lucky with the attempt to make super powered individuals. They tend to rely on cybernetics, rather then genetics. S.N.A.I.L. had almost totally given up on trying to create super powered soldiers, until team Beta.Six.Two was attacked by a group of genetically engineered soldiers. (See Super Who?)

Intense examination of the bodies brought back reviled a great deal into the secrets of manipulating the mutant gene. S.N.A.I.L. is also greatly interested in finding any and all people who show any signs of mutant powers or abilities.

In the early days of mutant discovery, most mutants were not found until after there powers had been developed, and they where already a danger to themselves as well as others around them. S.N.A.I.L. began an intensive study program to try and locate the origin of the mutant factor. When DNA was first discovered and isolated, S.N.A.I.L. grabbed onto this new technology and used it to locate the gene that causes mutants. It is a recessive gene, which can be isolated, and even removed. But removal is almost always fatal to the patient. S.N.A.I.L. has had some luck with copying powers found in some of their mutant soldiers, but had little luck in creating mutants from normal people.

S.N.A.I.L. now can track and locate mutants using this technology. Anytime a person joins any branch of the military or government they are given a physical exam, as well as blood work. This blood is run through several tests to see if this person is, or could be a mutant. If they are a mutant of some kind, their power level is measured, and they are observed, recruited, or destroyed depending on their power level.

Any time a baby is born, or someone donated blood for any reason, they are scanned and their DNA is entered into a database. There is a 99.99% accuracy rating on the detection of active mutants, but a 87% on dormant mutants before age 13, but a 96% on dormant mutants after that age. Most mutants develop and mature at around puberty. If a child is discovered to be a mutant at its birth, S.N.A.I.L. will do what it can to manipulate the lives of its parents so that S.N.A.I.L. can observe the child's growth, and condition the child to work best for S.N.A.I.L. It is not uncommon for S.N.A.I.L. to have the parents transferred or forced to move to an all S.N.A.I.L. town. S.N.A.I.L. has several specially controlled and monitored towns almost all of the population is either working for S.N.A.I.L. or they are there to be observed, and conditioned by S.N.A.I.L.

With the discovery of the alien spacecraft and the mutated humanoid plant life form, known as a Philadecion, it is believed that the raw form of the drug Crystal Rose mutated him. With more time, and further study, it is believed that S.N.A.I.L. will develop the ultimate defense, and the ultimate weapons.
