Select any normal O.C.C., excluding the Specialty O.C.C.s of Ancient Master, and Secret Operative. Determine your education level as normal. Then subtract one skill program, and two secondary skills. This is because you will be given several extra skills not normally combined into one program. Add the education bonus as normal. For Specialty O.C.C.s add a bonus of +15% to the skills listed, excluding secondary skills. If the Specialty O.C.C. already has the skill, replace it with any other skill that would fit the O.C.C. (GM ALWAYS has the final word.) And then subtract four seconday skills.
A minimums; IQ: 12, and ME: 12. A strong mental stature is required for this kind of work. A High PS, PP, and PE are recommended, but not required.
Because of the nature of the work, and the special training that is involved agents get the following bonus:
+1 IQ, +2 ME, +2 vs. horror factor, and +5% to PER.

Note: HTH: Basic can be exchanged for HTH: Expert at the cost of one secondary skill, or HTH: Martial Arts at the cost of two secondary skill. Swimming: Advance is part of the training because it is a quick way to teach agents the use of the space suits, and basic space movement.
Continue making the character as you normally would, by selecting any remaining skill program(s) and secondary skills.
