ISMAILI SCOUTS HISTORY

SHORT HISTORICAL BACKGROUND OF SCOUT MOVEMENT IN OUR COMMUNITY 

v  Scout Movement consisting of Boy Scouts Section (now presently known as Scout Unit) and Wolf Cub Section (now presently known as Shaheen Unit) in our Community was, commenced as per Hidayat Mubarak of our Beloved First Chief Scout, H.S.H. Prince Ali Salman Khan, in the year 1930. 

v  Though at that time, we had in our Community, one Pipe Band, Volunteers, Social Workers as well as Khidmatgars. 

v  Scout Movement in our Community at that time, was lacking in expertise and trained manpower, therefore, Mr. Ramchandani Bulchand, who was a trained and qualified leader in Scout Movement, was brought in as Group Scout Master of Kharadar (Former Darkhana) Scouts Group. 

v  Later, Mr. Bulchand also became the Scout Master of Darkhana (former Garden) Scouts Group. 

v  H.S.H. Prince Aly Salman Khan Kharadar (previously known as Darkhana) and Garden (now known as Darkhana) Scouts Groups were registered with Boy Scouts Association of Sindh in the year 1931. Later, in the year 1932 Ismaili Lassi Scouts Group was established and was registered with the Boy Scouts Association of Sindh. 

v  Guiding started in our Community in the year 1936. 

v  Revering in our Community started in the year 1936. 

v  In the year 1937, upon Hidayat Mubarak of our Beloved H.S.H. Prince Ali Salman Khan, H.H. Prince Aga Khan Ismaili Scouts Association (ISA) consisting of Scouts Groups, Girl Guides Companies, Bands & Orchestras, was established. 

v  Our Beloved Prince Ali Salman Khan became the First Ismaili Chief Scout of Ismaili Scouts Association in the year 1937. 

v  Later, upon the advice and instructions from our Provincial Scouts Headquarters, Sindh, the name of our Scouts Association was changed to H.H. Prince Aga Khan Association for Ismaili Scouts, Guides, Bands & Orchestras, which was finally known as Shia Imami Association for Ismaili Scouts, Guides, Bands & Orchestras, Karachi, in consonance with our Community Council’s instructions. 

v  In the same year, 1937, our Beloved First Ismaili Chief Scout appointed Mr. Ramchandani Bulchand, mentioned herein before, as Honorary Commissioner for Ismaili Scouts Association. 

v  Mr. Ramchandani Bulchand migrated to India in the year 1952, and in his place, our First Beloved Chief Scout appointed in the year 1953 Mr. Iqbal Ahmed Qureshi, Skipper and Chief, Karachi Sea Scouts, as Honorary Organizer of our Association. 

v  Mowalna Hazar Imam graciously appointed our Beloved Prince Amyn Mohammad Aga Khan as 2nd Ismaili Chief Scout in the year 1965. 

v   Our Beloved Chief Scout Prince Amyn Mohammad Aga Khan took the Oath as 2nd Ismaili Chief Scout at Grand Scout Rally held at the ground of S.M.S. Aga Khan Karimabad School, Federal “B’ Area, Karachi in the year 1974. The oath ceremony was administrated by Vazir Sher Ali Vazir Dr. Ali Dina, President of Shia Imami Association for Ismaili Scouts, Guides, Bands & Orchesras, Karachi. 

 

PURPOSES / AIMS OF ISMAILI SCOUTS ASSOCIATION (ISA)

Amongst other purposes / aims, for which the Ismaili Scouts Association was established in our Community, few are listed as under:

v  To act as the Controlling Authority of Ismaili Scout Groups of Karachi as per Policy, Organisation and Rules (POR) of Pakistan Boy Scouts Association (PBSA).

v  It will be the Symbol of Unity amongst the Community Scouts Groups, Girl Guides Companies, Bands and Orchestras of Karachi. 

v  It will act as linkage between the Community Scouting and the District. 

v   As per Policy, Organisation and Rules (POR) of Pakistan Boy Scouts Association, the Shia Imami Association for Ismaili Scouts, Guides, Bands & Orchestras (ISA), Karachi remained the “CONTROLLING AUTHORITY” of all the Ismaili Scouts Groups of Karachi from the year 1936 to 2003. 

 

IMPORTANCE OF “CONTROLLING AUTHORITY” FOR SCOUTS GROUPS AS PER P.O.R. of PBSA

 

The Groups registered through the Religious Organisations, Universities, Colleges, Schools, YMCA, Pakistan Red Crescent, Community Organisations, Army, Air Force, Navy and other such organizations approved by the Provincial Headquarters shall be known as Controlled Groups” (POR NO. 107 clause No. (1)).

v   As per rules of POR of PBSA, Ismaili Scouts Groups being Controlled Groups, must have their own “CONTROLLING AUTHORITY” to deal with the following matters: 

o   Registration / Renewal of Scouts Groups with the District. 

o   Effective working / functioning of the Scouts Groups in every respect. 

o   Suspension of Scouts Groups / Scouters of the Scouts Groups, by the District. 

o   Cancellation of Registration of Scouts Groups by the District. 

o   Working of Scouts Groups / Scouters / Group Scouts Leaders of Scouts Groups in contravention to the Fundamental Principles of Scout Movement laid down in POR, National Training Policy & System and National Youth Programme Policy & System of PBSA. 

o   Probation of Group Scout Leaders / Scouters of the Scouts Groups. 

o  Nomination of Group Scout Leaders / Scouters of the Scouts Groups for appointment by the District. 

o  Non-participation of Scouts Groups / Units of Scouts Groups / Scouters / Group Scouts Leaders in the activities of the District, Provincial and National Scouts Associations. 

o  Disciplinary action taken against the Scouts Groups / Scouters by the District.

 

FOUNDER PRESIDENT OF ISMAILI SCOUTS ASSOCIATION (ISA)

v  Late Major Rajab Ali H. Rehmani was the First President of Ismaili Scouts Association (ISA). 

v  After his retirement as President, the General Council of Ismaili Scouts Association (ISA) elected him as “FOUNDER PRESIDENT OF ISMAILI SCOUTS ASSOCIATION”.
