My advice would be to look up references to health and medicine in the
index to the Memorial Edition of the Writings of Thomas Jefferson,
Lipscomb and Bergh, editors. (1903)  This is available in most large
public and university libraries.  There are several references, but you
will need the rest of the volumes to look at them, so it would not make
sense for me to relay the list.
