The only way to ensure success is to set standards that everybody can strive for and comply with.  The Professional Hunters Association of South Africa  (PHASA)  was established in 1978 to stop cheaters and exploiters, and to promote ethical hunting and to set up proper business practices. PHASA on the request of the hunting industry set standards for the regulation and control of  the hunting  industry in South Africa.

Legislation was drawn up and accepted that require that a foreign trophy hunter can only hunt in South Africa, if he is guided by a professional hunter. A South African Safari can only be offered to a foreign hunter by a licensed Hunting Outfitter. The main objective of this legislation was to ensure the protection of the foreign hunter. Each province's Nature Conservation Authority regulates its hunting industry and therefore legislation may vary from province to province.
