OCFS receives an estimate annual budget of 3.4 billion. Their employees and staff are well-payed. There is no excuse to abuse and neglect kids while in custody, and for employees to abuse of the power the government gives them. Facts: OCFS has denied to LGBT advocacy agencies such as the Urban Justice Center and Lambda access to their agency to review their current policies and how they affect LGBT youth...
