BELDEN FINNISH CEMETERY
Regulations

Effective June 5, 2003





I.   LIVE PLANTS

     1.   Under no circumstance may live plants be permanently planted on The
          Belden Finnish Cemetery Grounds.

          1.1   Plants which were planted prior to June 2000 may remain, on the
                condition that the owner of said plants maintain them within the
                parameters stated in paragraph 2.

          1.2   The Cemetery Caretaker shall be responsible for maintaining said
                plants, on plots which do not have local owners.

     2.   Living plants shall not become a nuisance or aesthetically displeasing.

          2.1   Under no circumstance shall any living plant exceed the borders of
                the Cemetery Plot on which the plant is planted.

          2.2   Under no circumstance shall any living plant cover any marker.

          2.3   Any nuisance plant may be removed upon approval of The BFC Inc.
                Board Of Directors. A simple majority vote is required.

          2.4   Branches of trees which are higher than seven feet above ground
                level, shall be exempt from this regulation.

     3.   Live plants which can not spread, may be planted in durable metal
          planters or vases. This does not include coffee cans and other such
          metal containers.

          3.1   These containers shall also be mounted on a concrete pad at least
                one inch larger than the largest diameter of said vase or planter.

          3.2   All planters shall be maintained by their owners, keeping weeds
                from taking over.

          3.3   Should said planters or vases become aesthetically unacceptable,
                the owner will be contacted and requested to maintain said planter
                or vase.

          3.4   Should any owner, of said planters or vases, neglect them for more
                than 60 days, the Cemetery Caretaker shall be allowed to empty said
                planter or vase.

          3.5   For a small fee, the owner may have the Cemetery Caretaker maintain
                their planters or vases.

II._ SILK PLANTS

     1.   Silk plants shall be allowed on graves through the month of June of each year.

          1.1   All silk plants shall be removed by July 1 unless they are in a metal
                planter or vase, which is in compliance with Section I Paragraph 3.

          1.2   Silk flowers, which do not have to be removed for mowing, shall also
                be allowed throughout the year.
                (i.e. hanging baskets, sprays or garlands on headstones).

     2.   All old silk plants are to be disposed of in a proper manner.

          2.1   Old silk plants shall not be piled on the outer side of the
                cemetery fence.

          2.2   Silk plants are to be disposed of in one of the following ways.
                A.   Disposed of in the trash barrel on the cemetery grounds.
                B.   Taken home and disposed of as you see fit.
                C.   Saved and reused the following year on graves of occupants who
                     would otherwise have no flowers.

III. MARKERS

     1.   Marker Placement

          1.1   All headstones, whether vertical or horizontal, should be placed
                so they face the central parking area of the cemetery.
                A.   Those west of the gateway, should face east.
                B.   Those east of the gateway, should face west.
                C.   All horizontal headstones, west of the gateway, should be
                     inclined, in order to make it possible to be read from the
                     foot of the grave.

          1.2   All foot markers should face east and be mounted flat horizontally
                than vertically.

          1.3   All metal plate markers shall be mounted flush with the ground, in
                order to lessen breakage of said markers.

          1.4   Cemetery Section Markers shall be placed at the corner of each
                section, and at the end of each drive way.

          1.5   Numerical Lot Markers, in Sections C,D,E,H,I,J, shall be placed on
                the west end of all lots in the corner of Plot A, in line with the
                head stones.

          1.6   Numerical Lot Markers in Sections A, B, F, & G shall be placed in
                the lot corners, in line with the head stones.

     2.   The Cemetery Caretaker shall be responsible for the maintenance of ALL
          markers on the cemetery grounds.

          2.1   The following classes of markers are included herein.
                A.   Grave markers, both stone and metal.
                B.   Cemetery Lot Initial Markers.
                C.   Cemetery Section Markers.
                D.   Cemetery Numerical Lot Markers.
                E.   All other concrete pads.

          2.2   The Cemetery Caretaker shall be responsible for ensuring that all
                markers are kept visible and free from dirt, grass clippings, or
                any other debris.

          2.3   The Cemetery Caretaker shall be responsible for ensuring that the
                level of any marker, which becomes lower than ground level, is
                raised to ground level or slightly higher. This includes concrete
                pads on which markers may be mounted.

IV._ DUTIES OF THE CEMETERY CARETAKER

     1.   The Cemetery Caretaker shall be responsible for all of the duties
          previously described herein.

     2.   The Cemetery Caretaker shall be responsible for lawn care of the cemetery
          grounds.

          2.1   This shall include ensuring that all of the cemetery grounds are
                mowed on a regular basis.

          2.2   This shall also include ensuring that grass around all obstacles,
                including markers, fence lines, and trees & bushes, is trimmed.

          2.3   This shall also include ensuring that the grass between the fence
                and the road ditch on the south side of the cemetery is mowed on a
                regular basis.

          2.4   Lawn care shall be carried out every four weeks or sooner, if
                needed.

          2.5   The grass of the cemetery grounds shall not be allowed to reach a
                height of more than six to eight inches.

     3.   The Cemetery Caretaker shall be responsible for wildlife damage control.

          3.1   The Cemetery Caretaker shall arrange for control of badgers and or
                gophers and the filling of their holes.

     4.   The Cemetery Caretaker shall be responsible for arranging to burn the
          cemetery grounds, on a regular basis, as needed. Approximately every
          three to five years.

     5.   The Cemetery Caretaker shall be responsible for ensuring that the
          cemetery fence and gateway are properly maintained, including painting
          the gateway as needed.

     6.   The Cemetery Caretaker shall be responsible for maintenance of the
          Cemetery Information Board, including ensuring that the information is
          up to date and staining the board, as needed.

     7.   The Cemetery Caretaker shall be responsible for marking the grave site,
          and supervising grave excavation, when there is an interment.

V. _ AMENDMENTS TO THE BELDEN FINNISH CEMETERY REGULATIONS

     1.   Any associate of the Belden Finnish Cemetery may submit an amendment to
          the Belden Finnish Cemetery Regulations, in writing, to the BFC Inc.
          Board Of Directors.

     2.   Any proposed amendment shall be reviewed and discussed at an open BFC
          Board Of Directors meeting.

     3.   Comments regarding the amendment, from any person attending the Board Of
          Directors meeting, shall be welcome and shall be taken into consideration
          by the BFC Board of Directors. However, the BFC Board of Directors shall
          do the voting on the amendment.

     4.   During the BFC Board Of Directors meeting, any board member may make a
          motion to amend the original amendment.

          4.1   Said motion may be made orally and it must be recorded by the BFC
                Inc. Secretary.

          4.2   A second to the motion and a 2/3 majority vote by the BFC Board Of
                Directors is required to pass any secondary amendment.

     5.   Once all discussion, including secondary amendments, has concluded, a
          motion and second must be made by board members to either accept or table
          the original amendment.

     6.   A simple majority vote by the BFC Board Of Directors is required to table
          any original amendment.

     7.   A 2/3 majority vote by the BFC Board Of Directors is required to pass any
          original amendment.

     8.   Any new amendment to the Belden Finnish Cemetery Regulations, shall go
          into effect 30 days after the passage of said amendment.
