The president has many responsibilities including being the Commander in
Cheif. This makes the president in charge of the military.
This privelage was appointed to him by the houses of Congress to maintain
the system of checks and balances. The president is in charge of
the military so that the armed forces cannot over take the government.
Even though,
the President has the control over the military Congress has the power
to declare war on other countries. The President is the only person
that can order troops into battle. In 1973, Congress passed the War
Power Acts to limit the authority of the President to wage war, which means
that Congress has to be notified before the President orders troops to
battle.
The Farmers
of the Constitution decided to make the President a nonmilitary authority
because of the possibility of the President taking over the nation's government
by force.
The President
can misuse the power given to him by Congress which has shaken the system
of checks and balances for example the United States became involved in
wars in Veitnam and Korea that was never declared by Congress. The
President can use the military for special powers during peacetime.
For example: When President Clinton sent troops to Bosnia to help with
NATO peace keeping. The President can also use the army to keep peace
within the US.
